Authorizes and establishes procedures and criteria for prescriptive authority for clinical psychologists who meet specific education, training, and registration requirements. Requires the Board of Psychology to report to the Legislature prior to the Regular Session of 2021. (SB384 HD1)

Appropriates funds for the University of Hawaii West Oahu to expand its existing programs and develop new means to increase food security and self-sufficiency in the State. Takes effect 7/1/2025. (SD1)
Establishes a timeframe for the decision-making processes of the Public Utilities Commission. Requires the Commission to establish criteria for prioritizing among multiple proceedings. Requires the Commission to submit a report to the Legislature prior to each regular session on all proceedings that were open at any time during the preceding year.
Requires prescription drug coverage provided under the State's medicaid managed care and fee-for-service programs to include prescription drug coverage for buprenorphine, when used in the treatment of opioid dependency. Requires prescriptions for buprenorphine to be offered without copayments and without the need for prior authorization.
Allows licensed producers of motor vehicle insurers to satisfy the requirement that insurers provide a complete sales and claims office in the State by instead allowing the licensed producer to establish and maintain a sales and claims office.
Requires climate vulnerability assessments for permit applications filed after December 31, 2019, to construct, modify, relocate, or operate any regulated air pollutant source. Takes effect 1/1/2025. (SD1)
Specifies certain activities that shall become lawful, upon approval by the federal Food and Drug Administration of one or more prescription drugs containing cannabidiol.
Prohibits lessees who sell or transfer land from obtaining subsequent leases of the same class of land, except if the lease is acquired pursuant to section 209 of the Hawaiian Homes Commission Act, 1920, as amended, if the only prior lease interest held by the lessee was an interest held with co-lessees, or if there is another circumstance qualifying as an exception set forth in administrative rules. Establishes the education special fund and allocates twenty-five per cent of the general excise tax revenue to be deposited into the education special fund to fund public education. Appropriates moneys out of the education special fund. (SD1)
