RELATING TO TAXATION.

Amends the formula for the amount of transient accommodations tax to be collected from time shares by increasing the base on which time share occupancy is taxed from one-half of the gross daily maintenance fees paid by the owner and are attributable to the time share unit to an unspecified per cent of the gross daily maintenance fees paid by the owner of the time share and are attributable to the time share unit. Applies to taxable years beginning after 12/31/2018. (SD2)

RELATING TO PESTICIDES.

Expands the membership of the pesticide advisory committee to include a representative from the Department of Education, each county mayors' office, Hawaii Farmers Union United, a medical expert, and a non-governmental organization scientist. Expands the duties of the pesticide advisory committee to include establishment of state standards for chronicity, recommendation to the legislature of specific changes to the State's pesticide laws and regulations, expansion of the good neighbor program, and establishment of a comprehensive buffer zone policy for the State. Transitions from lump sum deferred deposit transactions to installment-based small dollar loan transactions. Specifies various consumer protection requirements for small dollar loans. Beginning 1/1/2019, requires licensure for small dollar lenders that offer small dollar loans to consumers. Specifies licensing requirements for small dollar lenders. (SD2)

RELATING TO TRAILS.

Makes an appropriation to the Department of Land and Natural Resources to improve na ala hele, the Hawaii statewide trail and access program, by improving access to and maintaining state controlled recreational trails statewide and promoting hiker safety and hiker etiquette education and outreach. RELATING TO GOVERNMENT ACCOUNTABILITY.

Requires the Legislative Reference Bureau to develop a spreadsheet informing members of the legislature on the status and content of all reports to be submitted to the legislature as required by law or requested by legislative concurrent resolution. Requires the Legislative Reference Bureau to inform the legislature of all annual and other reports required by law to be submitted to the legislature or requested by legislative concurrent resolution that were not timely submitted. Requires reporting entities to submit a copy of all reports submitted to the legislature to the Legislative Reference Bureau. (SD2)

RELATING TO GOVERNMENT ACCOUNTABILITY.

Requires the chair of the appropriate subject matter committee to hold either a public hearing or informational briefing for any report of a study or an audit enacted with a legislative appropriation or adopted by concurrent resolution and conducted by an executive department or agency, including the Hawaii Health Systems Corporation; the Legislative Reference Bureau; the Auditor; the Judiciary; or the Office of Hawaiian Affairs, within one year of receipt of the report or study, except if an extension is granted by the senate president or speaker of the house of representatives or if the requirement is waived by the senate president or speaker of the house of representatives. Exempts financial and other regularly occurring studies and audits. (SD2)

RELATING TO PRIVATE DETECTIVES AND GUARDS.

Prohibits private detectives and guards from self-identifying as law enforcement officers, police, or police officers and from wearing or using any badge, uniform, equipment, vehicle, or other accoutrement capable of being associated with that of a law enforcement officer employed by a government law enforcement organization. Requires review and approval of any badge, uniform, equipment, vehicle, or other accoutrement to be used by private detectives or guards by the board of private detectives and guards.
