Sen. Lorraine Inouye

Requires the department of land and natural resources to prepare plans and a program to facilitate voluntary relocation of Presidential development away from areas at risk of sea level rise. Establishes the sea level rise relocation special fund. Requires the department of land and natural resources to complete and maintain a current inventory of all public lands that are located outside the sea level rise exposure and special flood hazard areas. Allows the exchange of public land for private lands for the transfer of development rights or land exchanges to relocate private development away from high risk areas. Expands the climate change adaptation priority guidelines. Appropriates funds.

Authorizes advanced practice registered nurses to practice medical aid in dying or provide counseling to a qualified patient. Amends the mandatory waiting period between oral requests and the provision of a prescription.

Increases the percentage of the Land Conservation Fund that may be used for costs related to the operation, maintenance, and management of lands acquired by the fund. Increases the maximum dollar amount of the conveyance tax distribution to the Land Conservation Fund. Appropriates funds from the Land Conservation Fund for the resource land acquisition.

Establishes within the Office of Wellness and Resilience, the Malama Ohana Working Group to seek, design, and recommend transformative changes to the State's existing child welfare system. Allows the Office of Wellness and Resilience to contract with an administrative facilitator to provide necessary support for the Malama Ohana Working Group in carrying out its duties. Requires the Malama Ohana Working Group to report to the Legislature prior to the Regular Session of 2025 and be dissolved upon the adjournment thereof. Appropriates funds.

Appropriates funds to the department of land and natural resources' state historic preservation division for a library digitization process and for the division's operations.

Transfers authority for certain project reviews from the Department of Land and Natural Resources to the Counties. Authorizes the Department of Land and Natural Resources to certify third-party reviewers and defines the role of third-party reviewers. Appropriates moneys to the Department of Land and Natural Resources to allocate to the Counties.

Establishes within the Department of Health, a three-year Cesspool Conversion Financial Assistance Pilot Program to provide financial assistance to owners of cesspools located in the county of Maui to upgrade or convert their cesspools to a wastewater system approved by the Director of Health or connect them to a sewerage system. Requires the Department of Health to adopt rules and submit a report to the Legislature. Appropriates funds.

Requires the Board of Education, in collaboration with the University of Hawaii, to develop a Hawaiian Language Medium Education Kindergarten Entry Assessment to be administered by the Department of Education, beginning with the 2026-2027 school year.

Beginning with the 2024-2025 school year, requires the Department of Education to include the teaching of financial literacy in grades kindergarten through twelve. Requires students in grades nine through twelve to complete a one-half credit in financial literacy before graduation. Requires the Board of Education to provide professional development to teachers who are teaching financial literacy courses.

Amends Act 257, Session Laws of Hawaii 2022, to authorize the School Facilities Authority to provide affordable housing to Department of Education teachers.
