Establishes an oral health task force to review the status of oral health in the State and make recommendations to improve oral health infrastructure in Hawaii. Appropriates funds.
Converts the human trafficking victim services fund to a human trafficking reparations fund. Revises the purposes for the monies in the fund to provide direct financial assistance to victims of trafficking.
Establishes a career and technical education working group to strengthen career and technical education in the State's public schools. Makes an appropriation.
Prohibits using geographic origins of coffee in labeling or advertising for roasted or instant coffee that contains less than a certain percentage of coffee by weight from that geographic origin, phased in to a minimum of fifty-one per cent after 7/1/2025. Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted or instant coffee not produced entirely from green coffee beans grown and processed in Hawaii.
Requires the court to appoint counsel to indigent parents upon the filing of a petition for custody or family supervision and make every effort to do so at the first hearing attended by the parents.
Transfers the Culinary Institute of the Pacific from the University of Hawaii to the Department of Business, Economic Development, and Tourism as an administratively attached agency.
Authorizes the issuance of general obligation bonds and appropriates funds for capital improvement projects for the benefit of the First Senatorial District.
Beginning with the - school year, requires public high schools to start at 9:00 a.m. and public elementary and middle schools to start no earlier than 8:30 a.m. Requires the Department of Education to adjust state-provided bus and school meal schedules accordingly.
Prohibits the sale or furnishing of a tobacco product or electronic smoking device to a person born on or after January 1, 2003. Prohibits the possession or consumption of a tobacco product in a public place by a person born on or after January 1, 2003, with certain exemptions. Prohibits the purchase or possession of any tobacco product or electronic smoking device by a person born on or after January 1, 2003, with certain exemptions. Effective 1/1/2024.
Establishes the Aquaculture Development Branch within the Department of Business, Economic Development, and Tourism. Transfers the rights, powers, functions, duties, employees, and other capital of the Aquaculture and Livestock Services Branch of the Department of Agriculture to the new Aquaculture Development Branch. Makes appropriations.
