Establishes the Kupuna Rural Health Care Pilot Program within the Executive Office on Aging of the Department of Health to improve access to care in rural areas of Hawaii County and expand broadband internet access, provide at-home visits, and ground transportation for in-person health care services. Requires a report to the Legislature. Appropriates funds.

Exempts the sale of groceries that are eligible under the Supplemental Nutrition Assistance Program or Special Supplemental Nutrition Program for Women, Infants, and Children and the sale of nonprescription drugs from the general excise tax.

Appropriates funds for the establishment of one full-time equivalent (1.0 FTE) permanent position within the Animal Industry Division of the Department of Agriculture that shall find, solicit, and distribute grants for the control of feral game mammals.

Appropriates funds to support collaboration between the Department of Agriculture and the aquaculture industry.

Establishes a food manufacturer tax credit. Defines "qualified taxpayers" as manufacturers that produce valued-added products using local crops. Applies to taxable years beginning after 12/31/2023.

Establishes the Erin's law task force to review policies, programs, and curricula for educating public school students about sexual abuse and sex trafficking prevention, report recommendations for the establishment of a program to educate public school children on sexual abuse prevention through age-appropriate curricula, provide relevant training to teachers and school staff, and inform parents and guardians about important child sexual abuse topics. Requires the Department of Education to establish and implement a systemwide sexual abuse prevention education program at the conclusion of the task force.

Authorizes the Hawaii Technology Development Corporation to temporarily re-establish the Hawaii Office of Naval Research Grant Program to provide fifty per cent matching grants to Hawaii awardees of alternative energy research grants from the Department of Defense Office of Naval Research. Establishes the Alternative Energy Research and Development Revolving Fund. Appropriates moneys into and out of the revolving fund.

Prohibits the sale of farm raised fish and wild fish and shellfish without a label stating where the seafood was landed.

Beginning with the 2024-2025 school year, requires the Department of Education to include the teaching of financial literacy in the personal transition plan requirement for each student.

Authorizes the department of land and natural resources to establish and operate conservation mitigation banks to restore, create, enhance, or preserve conservation habitats or resources as compensatory mitigation. Authorizes the department to contract a third-party administrator for the operation of the mitigation banks. Clarifies the sale of credits involved in conservation mitigation banking. Defines "conservation mitigation bank". Effective 1/1/2024.
