Limits DOE to administering only those standardized tests required by federal law. Requires DOE to provide notice to students and parents or guardians of the opportunity to opt out of standardized tests.
Authorizes advanced practice registered nurses and other licensed qualified health care providers to perform abortions.
Establishes an income tax credit for the conversion of gasoline-powered buses to hydrogen-powered buses or the purchase of new hydrogen-powered buses.
Makes the state earned income tax credit refundable and permanent. Applies to taxable years beginning after 12/31/2020.

Requires and appropriates funds for the department of health to engage in a public awareness campaign on the safe haven law in the State.

Strengthens campus safety and accountability procedures and protocols, including those relating to sexual harassment, sexual assault, domestic violence, dating violence, stalking, and related issues, at the University of Hawaii. Takes steps to extend those procedures and protocols to private institutions of higher education in Hawaii.
Amends Act 42, Session Laws of Hawaii 2017, and removes sunset date.
