Codifies the courts' option to sentence defendants to probation under pilot programs, including HOPE. Authorizes current impaired offenders to convert the remainder of their terms. Authorizes courts to seal the criminal records of impaired offenders who complete alternative or pilot programs.
Makes explicit the counties' authority to regulate hosting platforms providing booking services for short-term rentals. Includes swapping, bartering, or exchange of a residential dwelling, or portion thereof, in definition of "short-term rental" for this purpose.
Clarifies that agriculture activities in non-agricultural park lands may include the care and production of pasture lands. Requires the transfer of certain lands from the Department of Land and Natural Resources to the Department of Agriculture. Requires reports to the Legislature on compliance with the land transfers. Appropriates funds.
Gives preference rights for an agricultural park lot and a non-agricultural park land lease to lessees who have made a significant improvement. Adds the same preferences for a non-agricultural park land lease as those for an agricultural park lot lease.
Requires the court and the prosecution to take appropriate action to ensure a prompt trial to minimize the length of time a child abuse victim or minor witness must endure the proceedings.
Requires the Department of Land and Natural Resources to: (1) recognize that game mammals and game birds are a sustainable food source and that the State's unique relationship with the ocean provides the opportunity to integrate the local fish and game industry into the State's food security profile; and (2) establish and maintain fish propagating facilities. Requires each department, office, or agency of the state to update its rules and policies to integrate the local hunting and fishing industries into any food security or sustainability strategies that department, office, or agency employs. Requires reports to Legislature.
Establishes limits on class sizes for public elementary and secondary schools, excluding charter schools and classes for instruction in band, choir, orchestra, or theater.
Beginning January 1, 2022, requires that one hundred per cent of a state agency's light-duty motor vehicle purchases or leases be restricted to non fossil fuel powered vehicles, subject to specified exemptions. Provides for withholding of procurement funds if an agency violates this requirement. Authorizes citizen suits. Expands the State's existing electric vehicle charging infrastructure requirements for parking facilities.
Requires the office of planning to conduct a feasibility study on assessing tourism green fees.
