Authorizes applicable county planning commissions to issue special permits for agricultural villages in the agricultural district, without the approval of the LUC.

Provides that if BOE grants chartering authority to an authorizer other than the State Public Charter School Commission, the Legislature must appropriate funds to the Commission and any other authorizer based on a per-pupil allocation. Beginning with FY2020-2021, requires the Legislature to make an appropriation to the Commission and any other authorizer that is separate from and in addition to any appropriation made to charter schools pursuant to sections 302D-28 and 302D-29.5, HRS. Requires the transfer of the charter contract and all applicable funding from a former authorizer to a new authorizer within 10 calendar days of board approval. Makes conforming amendments.
Directs the department of business, economic development and tourism and the department of land and natural resources to create a Hawaii visitor information brochure containing information about protecting the environment and staying safe while visiting. Requires the brochure to be distributed with the state agricultural form.
Appropriates funds for certain transit-oriented development projects.
Creates a new offense, promoting a dangerous drug in the fourth degree, for possession of any amount of any dangerous drug, as a misdemeanor. Amends promoting a dangerous drug in the third degree to possessing 1/16 ounce of specified dangerous drugs. Makes prior convictions of promoting a dangerous drug in the third degree a misdemeanor.
Clarifies that the department of education is responsible for providing the necessary resources for the special education of students in charter schools. Makes conforming amendments.
Amends the threshold for when a building, structure, object, district, area, or site, including heiau and underwater site, is considered historic property from over fifty years old to seventy-five years or older.

Requires a finding that denial of reasonable grandparent visitation rights would cause significant harm to a child as a condition of awarding grandparent visitation rights. Clarifies procedures for an order awarding reasonable grandparent visitation rights. Specifies that a violation of the terms and conditions of the order is punishable as contempt of court.
Requires the Department of Education to establishes within the school-level minor repairs and maintenance special fund subaccounts for each school. Authorizes principals to spend the moneys in the subaccounts for minor repairs and maintenance or minor energy efficiency measures of school facilities.
