RELATING TO AGRICULTURE.

Amends the focus, scope, and management of the agribusiness development corporation (ADC). Appropriates funds to ADC for a consultant for planning, an accountant, and for security on ADC property. Repeals the requirement that all agricultural projects, agricultural development plans, and project facility programs developed by ADC be approved by the board of agriculture before implementation. Effective 7/1/2050. (HD2)

RELATING TO DISTRICT BOUNDARY AMENDMENTS.

Authorizes the appropriate county land use decision-making authority to determine district boundary amendments involving land areas over fifteen acres but less than or equal to fifty acres, subject to land use commission review and approval. Prohibits parceling of such lands. Effective 7/1/2050. (HD2)

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS FOR AFFORDABLE HOUSING.

Authorizes, and appropriates funds for, the issuance of general obligation bonds into and out of the rental housing revolving fund for low-income rental housing projects or units that are allocated low-income housing tax credits and developed for families and individuals who meet certain eligibility requirements. Effective 7/1/2050. (SD1)

RELATING TO GOVERNMENT OPERATIONS.

Establishes the director of business, economic development, and tourism, or a designee of the director, as an ex-officio, voting member of the Hawaii tourism authority and the school facilities authority board. Transfers the stadium authority from the department of accounting and general services to the department of business, economic development, and tourism. On July 1, 2023, transfers the school facilities authority from the department of education to the department of business, economic development, and tourism. Amends the composition of the stadium authority. Requires that administrative expenses incurred for the stadium development special fund be deducted. Effective 10/18/2050. (HD2)

RELATING TO TRAILS.

Appropriates funds for the establishment of a permanent full-time equivalent land and access specialist position and a permanent full-time equivalent abstractor position within the Na Ala Hele program for the protection and expansion of public trail access statewide. Makes an appropriation to the Department of Land and Natural Resources' operating funds for trail management and maintenance. (SD1)

RELATING TO PUBLIC LANDS.

Requires DLNR to review the final report of the house of representatives' investigative committee established under House Resolution No. 164, Regular Session of 2021, for the purpose of conducting a policy analysis and developing proposed legislation. Appropriates funds for DLNR to conduct the policy analysis and implement the report's recommendations. Effective 7/1/2050. (HD1)
