RELATING TO PROFESSIONAL MEDICAID SERVICES.

RELATING TO RENEWABLE ENERGY.

Requires the Public Utilities Commission to establish reliability standards and interconnection requirements for certain renewable energy projects; provided that any costs for changes in reliability standards or interconnection requirements shall not be the responsibility of the interconnection customer after the interconnection customer's power purchase agreement has been approved by the Public Utilities Commission. Requires the Public Utilities Commission to distinguish between interconnection facilities and utility network upgrades; ensure that the cost of interconnection facilities is the responsibility of the interconnection customer; and ensure that the cost of utility network upgrades is the sole responsibility of the transmission provider. Establishes a timeline and requirements for interconnection procedures to be established by the Public Utilities Commission for certain utility-scale renewable energy projects. Effective 7/1/3000. RELATING TO CANNABIS FOR MEDICAL USE.

Defines "cannabis cutting" and "cannabis propagule". Amends the definition of "cannabis" to include cannabis propagules and cannabis cuttings. Allows qualifying patients and primary caregivers who are authorized to cultivate cannabis for medical use to purchase cannabis propagules and cannabis cuttings from licensed dispensaries in the State under certain conditions. Establishes quantity limits and quality requirements for the dispensing of cannabis propagules and cannabis cuttings. Effective 6/30/3000. (HD1)

RELATING TO CESSPOOLS.

Creates within the Department of Health's wastewater branch a cesspool conversion section, which will be responsible for facilitating the conversion of cesspools within the State. Establishes and appropriates funds for two full-time equivalent positions within the cesspool conversion section in fiscal years 2023-2024 and 2024-2025, and two additional full-time equivalent positions within the section in fiscal year 2024-2025. RELATING TO CESSPOOLS.

Establishes an income tax credit for the cost of upgrading or converting a qualified cesspool to a director of health-approved wastewater system or connecting to a sewerage system. Requires certain information regarding cesspools on real property to be included in seller mandatory disclosures on real property transactions. Effective 6/30/3000. (HD1)
