Authorizes psychiatrists and advanced practice registered nurses to file a petition to initiate the administrative authorization process in cases where the patient objects to treatment and is not in the custody of the director or involuntarily committed to a psychiatric facility.

Sets minimum efficiency standards for electric vehicle supply equipment, portable electric spas, residential ventilating fans, toilets, urinals, and water coolers. Allows manufacturers to utilize the Home Ventilating Institute's certified products directory certification program to meet certain standards. Effective 6/30/3000. (HD1)
Expands the uses for the state archives preservation and long-term access special fund from the preservation of and long-term access to government records only, to include photographic, phonographic, and audio-video records and collections that have a unique historical value or are related to Hawaii's diverse ethnic and indigenous cultures.
