Beginning 1/1/2027, establishes prompt payment and financial reporting requirements for professional solicitors that sell donated or collected non-perishable tangible property on behalf of charitable organizations. Prohibits professional solicitors that sell donated or collected non-perishable tangible property from failing to prominently disclose certain information on any collection bin, container, or receptacle used to receive donated or collected non-perishable tangible property or comply with prompt payment, financial reporting, and contract term requirements. (CD1)

Part I: Requires drivers approaching stationary vehicles displaying warning signals to slow down to a reasonable and prudent speed and make a lane change if possible and safe to do so or come to a complete stop if necessary. Part II: Provides certain exemptions from passenger restrictions related to the operation of a pickup truck with a passenger seated in the bed or load-carrying area of the vehicle. Increases the minimum age to ride in the bed or load-carrying area of a pickup truck while in operation from twelve years of age to sixteen years of age. (CD1)

Prohibits entities from distributing unsolicited mail or electronic mail that employs high pressure tactics or is reasonably likely to cause a consumer to believe that the sender is affiliated with another entity that the sender is not actually affiliated with and the entity is asking the recipient to pay for goods, services, or forms of legal authorization, including but not limited to vehicle warranties, service contracts, home warranties, and government-issued licenses or registrations, unless certain disclosures are met. Makes contracts that fail to meet disclosure requirements voidable at the option of the consumer. (CD1)

Requires the Department of Land and Natural Resources to provide administrative support to the Kaneohe Bay Regional Council. Requires the chairperson of the Council to be selected by the voting members from among all voting and nonvoting members on an annual and rotating basis. Requires the Council to meet quarterly. (CD1)

Establishes an exemption from mediation in parentage proceedings where there are allegations of domestic abuse. Clarifies the exemption from mediation in divorce proceedings as it relates to domestic abuse. (SD1)

Allows the use of certain monofilament netting for the protection of plants against invasive species. Requires the Department of Agriculture and Biosecurity to establish rules allowing the sale and distribution of fine mesh nets, including monofilament netting, in the State to protect plants from the coconut rhinoceros beetle. (CD1)

Authorizes SHPD to conduct a phased review of a proposed project on private property under certain circumstances. Amends the process and deadlines by which SHPD must provide written concurrence or non-concurrence for proposed projects on private property or certain projects that require state or county approval for entitlement for use, after which concurrence may be assumed and the project may move to the next step in the compliance process. Amends the conditions under which a proposed project on an existing privately owned single-family detached dwelling unit or townhouse that is over fifty years old shall be subject to section 6E-42, HRS. (CD1)

Authorizes the Department of Land and Natural Resources to issue permits for research, education, management, or propagation purposes that include the taking of marine deposits seaward of the shoreline, as long as the resources will be returned to the beach if possible and that the taking poses no more than a minimal or negligible risk to the environment. (CD1)

Expands the protections established under Act 2, SLH 2023, to include gender-affirming health care services, including clarifying permitted disclosures of protected health information to address changes in federal regulations. Establishes protections against abusive litigation. Prohibits medical malpractice insurers and health carriers from taking certain adverse actions against health care providers solely on the basis that the health care provider provides lawful reproductive health care services or gender-affirming health care services. Requires the Disability and Communication Access Board to issue a disability travel placard to an applicant who has a valid removeable windshield placard or disabled paid parking exemption permit but does not have a valid special license plate, and provides proof of travel. (SD2)
