RELATING TO CHARTER SCHOOLS.

Provides funding for rental or lease of facilities under legislative appropriations and bond authorizations to the state public charter school commission for the design, planning, construction, repair, and maintenance of public charter school improvements. Appropriates general funds for infrastructure costs, rental or lease assistance, and the repair and maintenance of network infrastructure for charter schools. Effective 7/1/2050. (HD1)

RELATING TO PANDEMIC LEAVE.

Provides for paid leave for fully vaccinated employees required to stay home from work or prohibited from returning to work because of COVID-19 exposure who submit to a test within three days of being notified of the exposure and receive negative test results. Effective 7/1/2050. Repeals 6/30/2023. (HD1)

RELATING TO MEASUREMENT STANDARDS.

Exempts commercial measuring devices utilized in taxicabs from the requirement that the HDOA measurement standards branch inspect and test all measurement standards and measuring devices.

RELATING TO AIRCRAFT.

Requires the Director of Transportation to adopt rules that require tour aircraft operators to have aircraft liability insurance coverage of not less than $1,000,000 per person per incident.

RELATING TO INCARCERATED WOMEN.

Appropriates funds for the second year of a program to train incarcerated women to be general education development tutors for their peers, provide college correspondence courses for women in the women's community correctional center, and provide reentry and transition services for women wanting to continue their education post incarceration. Enables partnerships with the Department of Education, University of Hawaii, and Department of Public Safety. Appropriates moneys. Effective 7/1/3000. (HD1)

RELATING TO THE JUDICIARY.

Appropriates moneys for residential programs that allow minor children to remain with their mothers, to reduce the risk of trauma and multigenerational incarceration, including communitybased furlough programs, residential drug treatment programs, therapeutic community programs, and mental health programs. RELATING TO LITTER CONTROL.

Requires the department of transportation to amend the adopt-a-highway program to reduce the minimum number of years a program participant must agree to clean up litter on a highway from two years to one year. Appropriates funds for the department of transportation to establish an anti-litter campaign.

RELATING TO CORRECTIONS.

Establishes the Women's Corrections Implementation Commission within the Department of Public Safety to provide oversight over state correctional facilities that incarcerate women, receive and investigate complaints from incarcerated women, monitor the criminal justice system's progress in implementing reforms, and monitor programs and data that are important to ensuring successful outcomes for women in the correctional system. RELATING TO RECIDIVISM PREVENTION.

Establishes within the judiciary a five-year recidivism prevention pilot program consisting of three components: a housing voucher program, child care voucher program, and income tax credit for employers to assist the reentry efforts of certain individuals who exited the Women's Community Correctional Center, for two years after the exit. Establishes five transition navigator positions within the judiciary. Appropriates funds. Effective 7/1/3000. Repeals 7/1/27. (HD1)
