RELATING TO A CARBON TAX ON AVIATION FUEL.

Imposes a state carbon emissions tax of $6.25 per ton of carbon dioxide equivalent emissions on all aviation fuel. Directs the aviation fuel tax into the airport revenue fund. Implements a tax credit to mitigate the effects of this tax on lower income taxpayers.

RELATING TO AGRICULTURAL BUILDINGS.

Requires certain agricultural buildings or structures exempt from building permits and building codes to be consistent with an agricultural farm plan for the property and to be made available by the owner or occupant for inspection by a county building official at any time. Effective 7/1/2050. (HD1)

RELATING TO THE ENVIRONMENT.

Prohibits the sale or distribution of consumer goods for which a deceptive claim about the recyclability of the product or packaging is made. Requires the department of health to collect data and issue a material characterization study on recyclable materials collected in the State. Establishes standards for recyclability of products in the State. Prohibits the sale of any product that is labeled as compostable or biodegradable unless the product meets specified criteria.

RELATING TO WASTE REDUCTION.

Beginning 1/1/2023, allows a food vendor to provide or distribute disposable service ware for prepared food or for a beverage only upon the request or affirmative response of a customer or person being provided the prepared food or beverage, or in a self-service area or dispenser. Effective 7/1/2100. (HD1)

RELATING TO ENVIRONMENTAL PROTECTION.

Prohibits the sale by motor vehicle dealers and salespersons of new motor vehicles that are solely powered by fossil fuels and designed for personal use beginning 1/1/2035.

RELATING TO MEDICAL LOSS RATIOS.

Beginning on January 1, 2022, requires each managed care organization to annually report its medical loss ratio to the department of human services.

RELATING TO GEOTHERMAL ROYALTIES.

Increases the percentage of royalties received by the State from geothermal resources that are to be paid to the county in which the geothermal resources are located. Requires the royalties paid to a county to be used for further geothermal resources discovery and development. Requires the county to submit an annual report to the legislature. Effective 7/1/2100. RELATING TO INVASIVE SPECIES.

Requires DLNR to conduct a point-in-time count of feral cats per island by 6/30/23. Requires the invasive species council to develop and implement a program to effectively reduce the feral cat population in the State by 12/31/25. Appropriates funds.

RELATING TO ENERGY.

Authorizes independent generators of renewable energy to wheel the renewable electricity they produce to users of renewable energy pursuant to administrative rules established by the public utilities commission. Requires the public utilities commission to submit a report to the legislature prior to the regular session of 2024. Effective 7/1/2100. (HD1)
