Conforms statutory prohibitions against wage discrimination with other prohibitions on employment discrimination. Clarifies allowable justifications for compensation differentials and remedies for pay disparity. Requires employers to disclose wage ranges to employees and prospective employees. Exempts wage disclosure and discussion from the prohibitions on employer retaliation or discrimination if knowledge of the wages stems from human resources, payroll, or legal professional responsibilities in the workplace.

Establishes the mitigation of the climate effects of commercial air transportation task force to identify, analyze, and make recommendations to mitigate the carbon load of, contributions to global warming made by, and effects on the climate caused by commercial air travel to the State.
Proposes a constitutional amendment to lower the qualifying age of voters for any state or local election to sixteen years of age.
Authorizes each county to regulate the number of rental motor vehicles within the county.
Requires state participation in the multistate Nurse Licensure Compact, which will allow a nurse who is licensed by a home state to practice under a multistate licensure privilege in each party state.
Requires county police departments to provide training, in collaboration with the Department of Health and University of Hawaii, to officers having contact with individuals experiencing homelessness, behavioral health issues including substance use, or mental health issues. Appropriates funds for coordinated and collaborative activities including training, referrals to service providers, and technical assistance. Requires reports to the Legislature.
Prohibits the State from denying or interfering with a patient's right to choose to obtain an abortion or to terminate a pregnancy if the termination is necessary to protect the life or health of the patient. Repeals a criminal penalty for violations of certain abortion provisions. Clarifies that advanced practice registered nurses may provide abortion care. Clarifies that physicians, osteopathic physicians, and advanced practice registered nurses may administer a medication abortion via telehealth for a patient residing in the State.
Prohibits commercial operators of surfing tourism, instruction, and lesson companies from providing, or allowing the wearing of, footwear during lessons taking place on or above certain submerged reefs.
Requires all playgrounds located in state and county parks and on public school grounds include special needs recreational playground equipment as part of the recreational apparatuses by 6/30/2025 including at a minimum a wheelchair accessible swing set. Establishes the special needs recreational playground equipment special fund. Appropriates funds.
Exempts feminine hygiene products from the general excise tax.
