RELATING TO EDUCATION.

Beginning January 1, 2025, authorizes public schools and public charter schools to have an employee trained to administer or assist with the self-administration of seizure disorder rescue medication, with certain exemptions. Authorizes all principals, guidance counselors, and teachers to perform an annual self-review of seizure disorder materials. Allows a seizure action plan for every diagnosed student to be established and distributed to employees charged with supervising the student. Appropriates funds.

RELATING TO CANNABIS.

Legalizes, regulates, and taxes cannabis and manufactured cannabis products for adult use. Establishes the Hawaii cannabis commission to oversee the regulation of adult use cannabis manufacturers and retailers. Appropriates funds.

RELATING TO FEDERAL LANDS.

Establishes within the department of land and natural resources a Makua valley task force to prepare for the transition of the management of the Makua military reservation from the United States Army upon the expiration of the Army's lease for the land. Requires a report to the legislature.

RELATING TO ELECTIONS.

Requires the chief election officer to develop and distribute a voter information guide for all candidates running for state office, including candidates running for any trustee position of the office of Hawaiian affairs. Requires the office of elections to submit options for different voter information guides and their respective cost estimates to the legislature before the Regular Session of 2024.

RELATING TO RECIDIVISM REDUCTION.

Authorizes the Hawaii paroling authority to award credits to parolees for compliance with the terms and conditions of parole supervision that accordingly reduce the overall term of parole supervision.

RELATING TO MENTAL HEALTH.

Establishes the prevent suicide Hawaii taskforce within the Department of Health. Requires the task force to make annual recommendations to the Legislature on ways to reduce suicide rates in the State by 25% by 2025. Dissolves the task force on 1/1/2027.

RELATING TO HEALTH.

Requires an annual age-appropriate seizure education program to be provided to all students. Exempts schools that do not have a student with a seizure disorder. Appropriates funds.

RELATING TO THE GENERAL EXCISE TAX.

Reduces, then later exempts, the tax collected on the sale of groceries that are eligible under the supplemental nutrition assistance program or special supplemental nutrition program for women, infants, and children, regardless of the means of purchase and the program eligibility of the purchaser. Reduces, then later exempts, the tax collected for the sale of nonprescription drugs.
