RELATING TO TAXATION.

Establishes a carbon emissions tax credit. Expands the environmental response, energy, and food security tax to include carbon emissions. Applies to taxable years beginning after 12/31/2023. Requires the Office of Planning and Sustainable Development, in consultation with the Department of Taxation, to recommend updates to the tax per fuel and corresponding tax credits. RELATING TO MOTOR VEHICLES.

Requires condominium associations and planned community associations that have a service agreement with a towing company to maintain and provide to the towing company a "do not tow" list of authorized resident vehicles. Prohibits authorized vehicles that are on the "do not tow" list from being towed, unless authorized by certain individuals.

RELATING TO FLOODING.

Appropriates moneys as grants-in-aid to the several counties for the mitigation of flood risks on privately-owned roads. Provides that the appropriation or expenditure of moneys pursuant to the Act shall not be construed to establish a duty of care or grounds for liability for the State or the several counties.
