RELATING TO TEACHER LOANS.

Establishes a teacher loan program to encourage individuals to become teachers in hard-to-fill positions of department of education schools. Allows the loan to be forgiven after five years of teaching in a hard-to-fill position. Establishes a similar teacher loan program for public charter schools. Effective 6/30/3000. (HD1)

RELATING TO THE BOARD OF EDUCATION.

Requires the board of education to invite the exclusive representative for bargaining unit (5) (teachers and other personnel of the department of education) to appoint a nonvoting public school teacher representative to the board and the exclusive representative for bargaining unit (6) (educational officers) to appoint a nonvoting public school administrator representative to the board. Establishes a recusal process for these representatives. Effective 7/1/3000. (HD2)

RELATING TO ELECTRIC VEHICLES.

Establishes and appropriates funds for the low- to moderate-income electric vehicle rebate program and the electric vehicle subaccount to encourage the purchase and use of electric vehicles by low- to moderate-income households and nonprofit organizations providing assistive services to low- to moderate-income households. RELATING TO PLASTIC BOTTLES.

Effective 1/1/2024, prohibits the retail sale or offer for retail sale of single-use plastic bottles designed to hold less than two liters of bottled water for oral consumption, with certain exceptions. Effective 7/1/3000. (HD1)

RELATING TO RENEWABLE ENERGY.

Establishes and appropriates funds for a solar energy storage system loan program to provide asset limited, income constrained, employed households with low-interest loans to purchase and install solar energy storage systems. RELATING TO THE DEPARTMENT OF EDUCATION.

Requires the Department of Education to assess its facilities and provide the legislature with a list of priority facilities in each county at which the installation of renewable energy systems on school facilities would provide the most benefit, provide a list of priority play areas on school campuses in each county that are most in need of covered play areas to protect children from over-exposure to heat and ultraviolet rays, and assess and report on the feasibility of including renewable energy systems on play area covers on school campuses. RELATING TO ELECTIONS.

Requires the chief election officer to develop and distribute a voter information guide for all candidates running for state office, including candidates running for any trustee position of the office of Hawaiian affairs. Requires the office of elections to submit options for different voter information guides and their respective cost estimates to the legislature before the Regular Session of 2024.
