RELATING TO MOTOR VEHICLE SAFETY INSPECTIONS.

Requires the department of transportation to amend its administrative rules to allow motor vehicle owners whose motor vehicle registration and safety check are both expired to register their motor vehicle without first obtaining a certificate of inspection or obtain a certificate of inspection without first registering their motor vehicle. RELATING TO SINGLE-USE PLASTICS.

Prohibits lodging establishments from providing personal care products in small plastic containers within sleeping room accommodations, any space within sleeping room accommodations, or bathrooms used by the public or guests. Establishes civil penalties. Effective 6/30/3000. (HD1)

RELATING TO CONVEYANCE TAX.

Increases the conveyance tax rate for certain properties. Exempts conveyances of certain real property from the conveyance tax. Establishes the homeless services fund. Eliminates the cap on the amount of conveyance tax collections allocated to the land conservation fund and rental housing revolving fund. Allocates ten percent of conveyance tax collections to the homeless services fund. Effective 6/30/3000. (HD1)

RELATING TO WASTEWATER MANAGEMENT.

Requires each county to submit to the Legislature a comprehensive integrated wastewater management plan report that addresses and identifies the county's wastewater management needs, including financial needs. Effective 6/30/3000. (HD1)

RELATING TO COUNTIES.

Makes explicit the counties' authority to enact ordinances to amortize or phase out permitted, nonconforming, or otherwise allowed short-term rentals in any zoning classification. Includes swapping, bartering, or exchange of a residential dwelling, or portion thereof, in definition of "short-term rental" for this purpose. Effective 7/1/3000. (HD1)

RELATING TO THE DISPOSITION OF WATER RIGHTS.

Exempts the instream use of water for commercial kalo cultivation conducted in a manner consistent with traditional and customary practices of Native Hawaiians from the existing process for the disposition of water rights.
