RELATING TO SAFE ROUTES TO SCHOOL.

Establishes the safe routes to school advisory committee within the Planning Branch of the Highways Division of the Department of Transportation. Appropriates moneys.

RELATING TO CLIMATE MITIGATION.

Requires each regulated electric and gas utility to use the estimated social cost of greenhouse gas emissions established by the United States Interagency Working Group on the Social Cost of Greenhouse Gases in that utility's respective integrated resource planning process. Requires the State to consider the estimated social cost of greenhouse gas emissions in planning new infrastructure and capital improvement projects and when designing and constructing new buildings. RELATING TO TRANSIENT ACCOMMODATIONS.

Establishes requirements for transient accommodations brokers prior to publishing an advertisement on the availability of a property for lease or rent on behalf of an operator or plan manager. Prohibits transient accommodations brokers from engaging in business with an operator or plan manager who is not in compliance with state laws and county ordinances. Prohibits a hosting platform from providing booking services in connection with a transient vacation rental that is not lawfully certified, registered, or permitted as a transient vacation rental under applicable county ordinance. RELATING TO EMERGENCY PREPAREDNESS.

Requires the DOE to develop and maintain a communication strategy and outreach plan for emergency management and disaster preparedness. Requires the DOE to provide updated information to parents and guardians about its communication strategy and outreach plan no later than thirty days after the beginning of each school year.

RELATING TO HOUSING.

Lowers the income threshold from one hundred forty per cent to one hundred twenty per cent of the median family income for mixed-income rental projects to be eligible for rental housing revolving fund loans or grants. Effective 1/1/2024.

RELATING TO GREEN TRANSPORTATION INFRASTRUCTURE.

Establishes green infrastructure objectives and policies for transportation systems, infrastructure, and projects. Establishes the green transportation infrastructure task force to examine, evaluate, and develop policies for the design, implementation, and maintenance of green transportation infrastructure. RELATING TO AFFORDABLE HOUSING.

Requires that Hawaiʻi housing finance and development corporation housing projects include a restrictive covenant that the percentage of units of the housing project that are designated as affordable housing, as described in the submitted housing project application, shall be affordable housing in perpetuity.

RELATING TO ROOFTOP SOLAR INSTALLATION.

Beginning 1/1/2024, prohibits the issuance of building permits for new single-family dwellings that are part of a development of ten or more dwellings and do not include a rooftop photovoltaic energy generating system, under certain circumstances. Authorizes the Hawaiʻi state energy office to use moneys from the energy security special fund to administer variances. Effective 6/30/3000. (HD1)

RELATING TO HIGHWAYS.

Requires the department of transportation to perform routine inspections of highways in the state highway system that are at risk of rockslides every five years and after major rainfall events. Effective 6/30/3000. (HD1)
