RELATING TO FIREWORKS.

Establishes the 2023 illegal fireworks task force within the department of the attorney general to develop a comprehensive strategic plan to stop the importation of illegal fireworks and explosives into the State, promote compliance with the fireworks control law; and ensure the safety and security of airports, harbors, and other facilities and institutions in the State against the discharge of illegal fireworks and explosives. Requires a report to the legislature.

RELATING TO SEXUAL ABUSE OF MINORS.

Expands the time period by which a civil action for childhood sexual abuse may be initiated, including an otherwise timebarred action. Authorizes a court to require personnel of legal entities to undergo training on traumainformed response. Effective 6/30/3000. (HD1)

RELATING TO ENVIRONMENTAL PROTECTION.

Establishes a list of substances allowed for use as pesticides and fertilizers on state and county property. Provides that the use of substances not specifically allowed as pesticides and fertilizers on state property and county property is prohibited, unless certain exceptions, a waiver, or exemption apply. Requires a state department or agency seeking a waiver to apply to the department of agriculture.

RELATING TO HONOLUA BAY.

Establishes the Honolua Bay Special Fund for conservation purposes and the upkeep and maintenance of Lipoa Point. Establishes a Honolua Bay Advisory Board to administer the Honolua Bay Special Fund and oversee the conservation of Honolua Bay. Requires the Department of Land and Natural Resources to include and incorporate Honolua Bay into the Division of State Parks' online reservation system. Makes an appropriation.

RELATING TO AGRICULTURE.

Clarifies that "customary and traditional subsistence farming", which is customary and traditional subsistence farming conducted by a Native Hawaiian cultural practitioner in certain situations, is included as a protected activity under the Hawaiʻi right to farm act. Clarifies that the cultivation of crops and activities related to game, fish, and livestock in the agricultural district may be for economic use or customary and traditional subsistence farming. Provides that one of the State's policies under the Hawaiʻi State Planning Act's agricultural objectives is to perpetuate the practice of customary and traditional subsistence farming. RELATING TO AN INCOME TAX CREDIT.

Establishes a two-year nonrefundable individual income tax credit for expenses paid to retrofit a residence with wind resistive devices. Applies to taxable years beginning after 12/31/2023. Sunsets 12/31/2025. Effective 6/30/3000. (HD1)

RELATING TO FENTANYL TEST STRIPS.

Excludes from the definition of "drug paraphernalia", testing products utilized in determining whether a controlled substance contains chemicals, toxic substances, or hazardous compounds in quantities that can cause physical harm or death, including but not limited to fentanyl test strips. Defines "fentanyl test strip". (SD1)

RELATING TO THE BOARD OF EDUCATION.

Requires the Board of Education to hold not less than six community forums annually, with at least one community forum in each county. Requires the Board to include an open forum for public comments on non-agenda items. Requires a report to the Legislature on implementing open forums.

RELATING TO SCHOOL MEALS.
