RELATING TO FINANCIAL HARDSHIP.

Expands the conditions for authorizing a restricted driver's license. Provides judges with greater discretion to adjust the amount owed by a person who violates certain traffic offenses based on the person's inability to pay. Decreases the imprisonment term to contumacious nonpayment ratio. Increases the amount of credit given to a person committed for contumacious nonpayment. Provides Hawaii residents with the option of paying for the registration of their motor vehicles and associated taxes and fees on a biannual basis. Restricts the amount of delinquency tax due to the current tax due plus one year. Removes language allowing storage costs and costs incident to seizure of a vehicle from inclusion in the amount the owner of a vehicle must pay in order to redeem the vehicle after seizure. Effective 7/1/2050. (HD1)

RELATING TO TAXATION.

Amends the income tax credit for expenses for household and dependent care services necessary for gainful employment by changing the taxpayer's applicable percentage of employmentrelated expenses that constitutes the tax credit and cap amount. Takes effect on 12/31/2059. (HD1)

RELATING TO AFFORDABLE HOUSING.

Requires the State Historic Preservation Division to contract its review of proposed state projects, projects on privately owned historic property, and projects affecting historic properties to third-party consultants if the projects involve the development of affordable housing and the division, after an initial evaluation, determines it will not be able to complete its review within 60 days. Effective 7/1/2050. (HD1)

RELATING TO ATHLETICS.

Requires that DOE and athletic leagues and associations allow charter school students wishing to participate in a sport for which there is no program at the charter school in the service area where the student resides, to participate in a comparable DOE school sports program in the service area where the student resides or in an adjacent service area at no additional cost to the student. Specifies that charter school students be represented by the DOE school for athletic league or association business. Takes effect on 7/1/2050. (HD1)

RELATING TO CLEAN AND RENEWABLE ENERGY JOBS.

Permits the expenditure of funds from the energy security special fund for the creation of jobs relating to clean and renewable energy generation. Requires the Hawaii clean energy initiative program to develop a plan to increase jobs aligned with the State's transition to a clean energy economy. Appropriates funds. Effective 7/1/2050. (HD1)

RELATING TO A BANK OF THE STATE OF HAWAII.

Directs the Department of Commerce and Consumer Affairs to conduct a comprehensive review of relevant state laws to develop legislation to establish a state-operated bank of the State of Hawaii. Appropriates funds to conduct the review. Effective 7/1/2050. (HD2)
