RELATING TO TAXATION.

Requires the department of taxation to authorize qualifying individual taxpayers to elect to reduce the amount of tax withheld from their wages for each withholding period, by an amount equal to the prospective amount of the earned income tax credit that the taxpayer would otherwise be entitled to claim on an annual basis. Takes effect on 1/1/2050. (HD1)

RELATING TO THE MENTAL HEALTH AND SUBSTANCE ABUSE SPECIAL FUND.

Authorizes expenditures from the mental health and substance abuse special fund to be used for certain capital improvement projects. Limits the expenditures for capital improvement projects to an unspecified percentage of total expenditures from the special fund and an unspecified percentage of the total surplus of the special fund. Excludes projects that would expand inpatient forensic capacity at the Hawaii State Hospital from permissible capital improvement projects funded from the mental health and substance abuse special fund. RELATING TO THE UNIFORM EMPLOYEE AND STUDENT ONLINE PRIVACY PROTECTION ACT.

Establishes The Uniform Employee and Student Online Privacy Protection Act that adopts uniform laws on protecting the online accounts of employees, prospective employees, unpaid interns, applicants, students, and prospective students from employers and educational institutions. RELATING TO MEDICAID BENEFITS.

Appropriates funds to restore diagnostic, preventive, and restorative dental benefits to adult Medicaid enrollees, provided DHS obtains maximum federal matching funds available. Takes effect on December 31, 2059. (HD2)

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Prohibits lessees who sell or transfer land from obtaining subsequent leases of the same class of land unless the subsequent lease is acquired pursuant to section 209 of the Hawaiian Homes Commission Act, 1920, as amended, or the prior lease interest held by the lessee was a partial interest held with another lessee or lessees. Effective 7/1/2050. (HD1)

RELATING TO EDUCATION.

Requires the DOE to employ at least one full-time equivalent teacher for each grade level that has five or more students in grades kindergarten through six in each public school with a student enrollment of one hundred fifty or less students, excluding charter schools, beginning with the 2020-2021 school year.
