RELATING TO JURY DUTY.

Lowers the age a person may claim an exemption from jury duty from eighty years of age or older to seventy-seven years of age or older. Takes effect on 7/1/2050. (HD1)

RELATING TO DOMESTIC ABUSE.

Limits the number of continuances a court may grant, absent good cause, for a show cause hearing in domestic abuse cases for temporary restraining orders. Takes effect on 7/1/2050. (HD1)

RELATING TO TAX RETURN PREPARERS.

Requires each tax return preparer to have a valid preparer tax identification number issued by the Internal Revenue Service and to furnish the preparer's tax identification number on any return or claim for refund if required by DOTAX. Establishes penalties for failure to comply. Authorizes Director of Taxation to file a claim to enjoin a tax return preparer for certain prohibited conduct. Provides that tax return preparers shall not be liable for penalties prior to January 1, 2021. Effective 7/1/2050. (HD1)

RELATING TO HEALTH CARE WORKFORCE DEVELOPMENT.

Requires a public school that has a career and technical education requirement relating to health care workforce development to review all geographic exception applications and make a determination whether to allow students to enroll in career and technical education programs in schools outside the Department of Education service area in which the student resides. Takes effect on 7/1/2050. (HD1)

RELATING TO THE EMPLOYMENT OF PERSONS WITH DISABILITIES.

Establishes Employment First as a policy of the State and counties for persons with disabilities. Requires state and county agencies to implement Employment First in hiring and in all programs and services administered or funded by the State or counties. Applies Employment First principles to Medicaid home- and community-based waiver programs. Takes effect on 12/31/2059. (HD1)

RELATING TO HOUSING.

Requires HHFDC to establish a homebuyers' club program and provide financial aid to participants. Establishes a full-time permanent position to administer the program. Authorizes DHS to offer long-term case management for low-income individuals and families and individuals and families that are were homeless or at-risk for homelessness and accept financial aid for rent. Appropriates funds. Takes effect on 7/1/2025. (HD1)

RELATING TO EDUCATION.

Establishes industry certificate awards to incentivize public high schools and charter schools with grades nine through twelve to encourage students to obtain industry-recognized certifications. Requires the department of education and state public charter school commission to submit an annual report containing specified information about the progress of the incentivization. Appropriates funds. Takes effect on 7/1/2050. (HD1)

RELATING TO FAIR EMPLOYMENT PRACTICES.

Prohibits noncompete agreements for low wage workers whose earnings do not exceed the greater of the minimum wage required by applicable federal or state law or $15 per hour. Effective 1/1/2050. (HD1)

RELATING TO WATER POLLUTION.

Adds the chemicals homosalate, octocrylene, and octisalate to the sale and distribution sunscreen ban beginning on 1/1/2021. Allows the Department of Health to adopt rules to add additional harmful chemicals to the sale and distribution ban. Effective 7/1/2050. (HD2)
