RELATING TO PUBLIC SAFETY.

Requires a defendant's incarceration history certificate be provided to a court prior to sentencing or resentencing. Requires a court to determine a defendant's credit time, compute the expiration date for a defendant's specified sentence, and include the expiration date in the court's judgment order.

RELATING TO CESSPOOLS.

Requires the Sea Grant College Program, with the Department of Health, to develop and conduct a two-year comprehensive statewide outreach program that provides science-based information and understanding of sewage contamination sources in nearshore marine areas; increases understanding of sewage capacity needs; and informs all stakeholders of appropriate solutions for cesspool conversion. Requires the Water Resources Research Center to research wastewater system technologies to determine the most cost-effective way to upgrade cesspools in Hawaii and reduce their impact on drinking water and groundwater. Appropriates funds.

RELATING TO SUBSTANCE ABUSE TREATMENT.

Requires DOH to convene a working group that includes the participation of the HPHA executive director or designee, to study and examine the effects of prohibiting smoking and using tobacco products on the premises of substance abuse treatment facilities. Requires DOH to submit a report to the legislature prior to the 2021 regular session. Takes effect 12/31/2059. (HD1)

RELATING TO THE HEALTHY AGING PARTNERSHIP PROGRAM.

RELATING TO EDUCATION DATA.

Requires the department of education to establish a standardized data collection process; collect and analyze data relating to, among other things, student discipline, school climate, and student achievement; and annually report certain information to the board of education, legislature, and the public. RELATING TO TAX CREDIT FOR ON-SITE EARLY CHILDHOOD FACILITIES.

Establishes an income tax credit for employers who create on-site early childhood facilities. Establishes and appropriates funds for 1.0 FTE on-site early childhood facility coordinator position. Applies to taxable years beginning after 12/31/2020. Takes effect on 7/1/2050. (HD1)

RELATING TO THE ENVIRONMENT.

Requires new developments to plan for the impacts of projected sea level rise and restricts development in areas significantly affected by projected sea level rise. Amends policies and objectives related to coastal zone management to reduce residential exposure to coastal hazards and protect state beaches and public shoreline access. Defines "beach" and "coastal hazards." Increases the minimum shoreline setback. Takes effect on 7/1/2050. (HD1)

RELATING TO ELECTRONIC SMOKING PRODUCTS.

Establishes the offense of unlawful shipment of e-liquid products. Includes e-liquid and electronic smoking devices containing e-liquid within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Allocates a portion of funds collected from excise taxes on tobacco products to health education and prevention programs about the risks and dangers of the use of electronic smoking devices for youth. Repeals certain provisions of the Hawaii Revised Statutes relating to electronic smoking devices. Effective 7/1/2050. (HD1)
