Expands the Hawaii community college promise program to provide scholarships for the unmet direct cost needs of qualified students at any fouryear University of Hawaii campus who meet certain eligibility criteria. Appropriates funds for the program. Takes effect on 7/1/2050. (HD1)
Requires at least 5 Hawaiian Homes Commission members to be Native Hawaiian or current Hawaiian homestead lessees; and at least 2 of those 5 to be on the waitlist for Hawaiian home lands. Authorizes commission members to elect a chairperson and vice chairperson. Creates the position of Director of Hawaiian Home Lands and separates the Director's responsibilities from those of the Chairperson of the Commission. Effective July 1, 2050. (HD2)
Repeals the state building code council. Takes effect on 7/1/2025. (HD1)
Prohibits the expulsion, and limits the suspension, of children participating in the executive office on early learning's public prekindergarten program. Takes effect on 7/1/2050. (HD2)
Establishes a GET exemption for all gross proceeds arising from medical services provided by qualified physicians to patients who receive Medicaid or Medicare benefits. Applies to taxable years beginning after 7/1/2050 and ending before 1/1/2022. (HD1)
Designates the month of September as Fetal Alcohol Spectrum Disorder Awareness Month to promote public awareness of the risks of alcohol consumption during pregnancy. Takes effect on 7/1/2050. (HD1)
Establishes a 3-year homeless employment grant program that provides homeless individuals with work opportunities and connects them with service providers. Requires the DHS to submit a report on the progress of the grant program. Requires DHS to submit a report on the progress of homelessness programs. Appropriates funds. Effective 12/31/2059. (HD1)
Establishes within the DOE the workforce readiness program within the adult community schools program. Appropriates funds. Effective 7/1/2050. (HD1)
Limits the government use of face surveillance except in certain circumstances. Limits the private use of face surveillance unless the subject of the face surveillance has given consent. Takes effect on 7/1/2050. (HD1)
