Establishes the 2022 illegal fireworks task force within the department of the attorney general to develop a comprehensive strategic plan to stop the importation of illegal fireworks and explosives into the State, promote compliance with the fireworks control law; and ensure the safety and security of airports, harbors, and other facilities and institutions in the State against the discharge of illegal fireworks and explosives. Requires a report to the legislature.

Requires the office of planning and sustainable development to conduct a study of the suitability of the State's current soil overall (master) productivity rating system classified by the land study bureau's detailed land classification. Returns to OHA certain moneys in the carry-forward trust holding account previously claimed as public land trust overpayments to the office. Establishes a public land trust revenues committee to periodically study and determine the annual amount of income and proceeds from the public land trust that OHA should receive annually.
Prohibits the manufacture, distribution, and sale of single-use plastic bottles and rigid plastic containers designed to hold 16 fluid ounces or less, effective 1/1/2024, and single-use plastic bottles and rigid plastic containers designed to hold more than 16 fluid ounces, effective 1/1/2025.
Establishes the Hawaii consumer privacy act. Specifies various consumer rights with respect to the collection of personal information by businesses. Outlines the obligations on businesses with respect to the collection, disclosure, sharing, and selling of consumer personal information. Specifies the requirements for administration and enforcement by the department, including adoption of rules. Appropriates funds. Effective 1/1/2023.
Requires that all moneys in the pro rata portion of the Public Land Trust be transferred to the Office of Hawaiian Affairs.
Creates strict liability for an owner of land with a twenty per cent or more slope for damage or injury to down-slope property and persons from falling rocks, debris, and landslides originating from the owner's property.
Requires the department of health to enforce a prohibition on the feeding of excessive numbers of feral birds without the need to first determine that odors and filth from bird waste are a nuisance. Provides exceptions. Establishes penalties.
Requires the public utilities commission to open one or more proceedings to consider low- and moderate-income rates, bill credits, or direct payments and whether these would be appropriate for the State; the advantages and disadvantages of rate design, program offerings, and the requirements of community benefits agreements; and other customer-centric solutions to lessen the energy burden on low- and moderate-income customers.
Requires officers serving a warrant issued by a district court to do so while wearing an authorized uniform and using a bodyworn video camera.
