RELATING TO FEDERAL LANDS.

Establishes a Makua valley task force to prepare for the transfer of the management of the Makua military reservation from the United States Army upon the expiration of the Army's lease for the land. Establishes a Lualualei valley task force to negotiate the transfer of lands held in Lualualei valley by the United States Navy to the State. Requires a report to the legislature.

RELATING TO AFFORDABLE HOUSING.

Establishes a rent stabilization law applicable to all rental units that are designed for rental use or are rented, with certain exceptions. Establishes the rent stabilization advisory committee to be headed by the executive director of the Hawaii public housing authority and director of commerce and consumer affairs. Requires the legislative reference bureau to conduct a study on actions that other states have taken to incentivize landlords to stabilize rents.

RELATING TO WORKFORCE DEVELOPMENT.

Requires the Department of Business, Economic Development, and Tourism to establish a grant program to offer matching funds to public-private partnerships in eligible industries to engage in workforce development. Provides that 10% of the moneys awarded through the grant program may be used for administrative costs. Appropriates moneys.

RELATING TO THE USE OF FORCE IN SELF-PROTECTION.

Explicitly authorizes a person to use protective force, including deadly force, in the person's home under certain circumstances. Repeals statutory language that permits a person to use deadly force at the person's place of work in some circumstances. Prohibits the protective use of force if the person can maintain safety by retreating, unless the person is in the person's home; or by complying with certain demands.

RELATING TO BURIALS.

Includes the use of traditional Native Hawaiian burial practices in the treatment and disposal of human remains, including the use of alkaline hydrolysis. Requires the Department of Health to adopt rules.

RELATING TO THE STATE PARKS SPECIAL FUND.

Requires a portion of the moneys deposited into the State Parks Special Fund to be allocated to the Department of Land and Natural Resources and Office of Planning and Sustainable Development based on the percentage of residents who have a favorable perception towards Hawaii's tourism industry as reported in the most recent Hawaii Tourism Authority resident sentiment survey results. Increases the sum to be appropriated out of the State Parks Special Fund by $12,000,000 for fiscal year 2022-2023 to be expended by the Department of Land and Natural Resources, in conjunction with the Office of Planning and Sustainable Development.

RELATING TO CHILD VISITATION.

Requires a finding that denial of reasonable grandparent visitation rights would cause significant harm to a child as a condition of awarding grandparent visitation rights. Clarifies procedures for an order awarding reasonable grandparent visitation rights. Specifies that a violation of the terms and conditions of the order is punishable as contempt of court.
