Establishes a working group within the department of accounting and general services to study and recommend to the legislature improvements to the management of the state procurement office and methods of procurement, particularly in the area of natural resource management. Creates the Hawaii rural mental health corps program and Hawaii rural mental health care provider loan repayment program to encourage psychologists and social workers to serve in counties having a shortage of psychologists and social workers. Specifies that any minor who resides in the same household as the victim of domestic abuse may file a petition for an order of protection or temporary restraining order.

Requires the department of Hawaiian home lands to study the feasibility of, and revenue generation from, limited casino gaming and address the potential public health and safety concerns arising from limited casino gaming. Establishes the Bank of the State of Hawaii working group to propose legislation to establish a state-operated bank of the State of Hawaii. Appropriates moneys.
Renames the workforce development council the workforce development board. Requires the state workforce development board and local workforce development boards to develop conflict of interest policies. Amends the composition and powers of the board. Effective 7/1/2023.
Prohibits the sale or distribution of consumer goods for which a deceptive claim about the recyclability of the product or packaging is made. Requires the department of health to collect data and issue a material characterization study on recyclable materials collected in the State. Establishes standards for recyclability of products in the State. Prohibits the sale of any product that is labeled as compostable or biodegradable unless the product meets specified criteria.
Beginning 1/1/2023, allows a food vendor to provide or distribute disposable service ware for prepared food or for a beverage only upon the request or affirmative response of a customer or person being provided the prepared food or beverage, or in a self-service area or dispenser. Effective 7/1/2100. (HD1)
