Establishes an additional minimum supplemental nutrition assistance program (SNAP) benefit of $250 per month per person for SNAP-eligible households whose income is below two hundred per cent of the federal poverty level, as established by the United States Department of Agriculture. Requires that SNAP-eligible households whose monthly income exceeds two hundred per cent of the federal poverty level receive a graduated decline of additional SNAP benefits. Requires state general funds to be used to supplement the cost of the additional benefits. Appropriates funds. Effective 7/30/3000. (HD1)

Requires the department of health to establish a two-year pilot project to test Tier 1 beaches for Staphylococcus aureus and methicillin-resistant Staphylococcus aureus not less than monthly. Requires a report to the legislature before the regular sessions of 2024, 2025, and 2026. Appropriates funds.
Clarifies that in calculating whether a product labeled "Made in Hawaiʻi" has met the requirement that at least fifty-one per cent of the wholesale value of the product is added by manufacture, processing, or production within the State, operating and overhead expenses incurred and spent within the State shall be included. Appropriates funds to promote and develop the "Made in Hawaiʻi" brand.
Amends the competitive sealed bidding process for construction projects to require joint contractors and subcontractors to submit their bids to a bid depository established under DCCA. Authorizes joint contractors and subcontractors to submit different bids to different general contractors bidding on the project. Requires all bids submitted by joint contractors and subcontractors to be held in the bid depository and withheld from the general contractors until twenty-four hours before the closing of the invitation for bids. Requires general contractors to use only the bids timely submitted by joint contractors and subcontractors to the bid depository in their construction bid and imposes fines for violations. Requires DCCA to adopt rules specifying how the bid depository shall operate.
Establishes a nonrefundable state child tax credit. Effective 6/30/2050. (SD1)
Establishes the Public Education Scholarship Program within the University of Hawaiʻi to provide students who are residents of the State with school tuition in return for a service commitment to teach in a public school classroom of the Department of Education or Hawaiʻi public charter school, under certain conditions. Establishes an Office of Tourism and Destination Management within the Department of Business, Economic Development, and Tourism that encompasses regenerative tourism and best practice destination management. Transfers the functions, duties, appropriations, and positions of the Hawaiʻi Tourism Authority to the Office of Tourism and Destination Management. Requires the Office of Tourism and Destination Management to implement certain county destination management action plans. Dissolves the Hawaiʻi Tourism Authority and the Board of Directors for the Hawaiʻi Tourism Authority. Appropriates funds.
Adds a new chapter to the HRS to establish a system of regulatory controls for shopping carts and similar devices to prevent unauthorized removal from business establishments; provide for prompt retrieval when lost, stolen, or abandoned; require business owners to take certain specified actions to deter, prevent, or mitigate the removal of these devices from their premises and to retrieve any removed devices; and to prevent the continued possession of unlawfully removed shopping carts and similar devices and the accumulation of these devices on publicly or privately owned property.
Establishes a five-year pilot program in the department of health to expand existing county programs that make one or more mental health professionals available to assist county first responders in responding to mental health crises in areas in the urban core with high rates of homelessness. Requires a report to the legislature. Appropriates funds.
