RELATING TO HOUSING.

Requires the school facilities authority to conduct a feasibility study for the development of teacher and workforce housing at the Queen Liliuokalani elementary school property. RELATING TO AIR POLLUTION.

Beginning 1/1/2027, prohibits the operation of leaf blowers or string trimmers that are powered using two-stroke engines. Establishes penalties.

RELATING TO EMERGENCY MANAGEMENT.

Amends chapter 127A, Hawaiʻi Revised Statutes (HRS), to clarify State and local authority, ensure effective and adaptable emergency response, and further the goals of transparency and democratic accountability. Clarifies that powers granted for emergency purposes shall not be construed as permitting actions inconsistent with the state constitution. Amends chapter 127A, HRS, to provide for greater clarity and specificity regarding the scope of suspensions of law. Clarifies that Hawaiʻi's emergency management system includes coordination between State and county emergency management functions, where appropriate. Clarifies the legal framework governing the extension and termination of emergency periods. Adds the definition of the term "severe weather warning" as used in section 127A-30, HRS.

RELATING TO CAPITAL GAINS.

Increases the capital gains tax threshold from 7.25 per cent to 9 per cent. Increases the alternative capital gains tax for corporations from 4 per cent to 5 per cent. Applies to tax years beginning after 12/31/2022. Effective 6/30/3000. (HD1)

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Provides police officers who become members of the ERS after 6/30/2023 with retirement benefits similar to those provided for members of the ERS who became members before 7/1/2012, including but not limited to calculation of retirement allowance, minimum age or years of credited service requirements, and vesting period. Allows retired police officers hired after 6/30/01 to be treated as if employment began before 7/1/01 in order to maintain spousal health benefits.

RELATING TO PAID SICK LEAVE.

Requires employers to provide a minimum amount of paid sick leave to employees and supplemental paid sick leave to employees under certain public health emergency conditions. Effective 6/30/3000. (HD1)

RELATING TO THE STATE ARCHIVES.

Expands the uses for the state archives preservation and long-term access special fund from the preservation of and long-term access to government records only, to include photographic, phonographic, and audio-video records and collections that have a unique historical value or are related to Hawaiʻi's diverse ethnic and indigenous cultures. Establishes additional funding sources for, and authorizes additional expenditures of moneys from, the state archives preservation and long-term access special fund. Appropriates moneys. RELATING TO THE UNIVERSITY OF HAWAII.

Appropriates funds for the University of Hawaiʻi Maui college's office of international and regional partnerships for students to study abroad and for study abroad programs. Effective 6/30/3000. (HD1)
