Requires the University of Hawaiʻi to develop and implement a two-year native pollinator habitat pilot project to be deployed at the University of Hawaiʻi at Manoa campus and the University of Hawaiʻi at Hilo campus. Establishes the natural resource management special fund and authorizes uses for moneys in the fund. Establishes a Natural Resource Management Commission to guide and approve the disbursement of moneys deposited into the fund. Allocates transient accommodations tax revenues to the natural resource management special fund. Allocates transient accommodations tax revenues to the Hawaiʻi Tourism Authority. Repeals the allocation of transient accommodations tax revenues to the special land and development fund. Appropriates moneys for the natural resource management special fund and for operating expenses of the Hawaiʻi tourism authority.
Establish certain minimum staff-to-patient ratios for hospitals, care homes, and dialysis facilities. Requires hospitals to create hospital staffing committees and staffing plans. Establishes certain meal break, rest break, and overtime provisions applicable to health care personnel at hospitals, care homes, and dialysis facilities. Appropriates moneys to the Department of Labor and Industrial Relations for implementation and enforcement.
Requires the animal industry division of the department of agriculture to administer an assessment and approval process to import and move aquatic livestock in the State. Allows the animal industry division to issue permits for such purposes. Requires the animal industry division to develop a risk-based framework for the aquatic livestock assessment and approval process and to undertake certain activities to develop and expand the aquaculture industry. Establishes an employer child care tax credit for employers who provide or sponsor approved child care. Effective 6/30/3000. (HD2)
Includes electronic smoking devices within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Establishes a tax of ten per cent for the wholesale price for electronic smoking devices. Allocates a portion of funds collected on excise taxes on electronic smoking devices to the trauma system special fund, community health centers special fund, emergency medical services special fund, and tobacco enforcement special fund. Permits funds in the tobacco enforcement special fund to be used to enforce provisions prohibiting the sale and distribution of electronic smoking devices to, and possession or use of electronic smoking devices by, persons under the age of twenty-one.
Designates the Hawaiʻi Theatre Center as the Hawaiʻi State Theatre on 1/1/2025, contingent upon the department of accounting and general services' acquisition of Hawaiʻi State Theatre. Effective 6/30/3000. (HD1)
Authorizes the Department of Hawaiian Home Lands to issue interim rules that exempt from the public notice, public hearing, and gubernatorial approval requirements of chapter 91, HRS, after beneficiary consultation is conducted by the Department of Hawaiian Home Lands and upon approval by the Hawaiian Homes Commission. Limits effective time period of the interim rules to not more than eighteen months.
Clarifies reimbursement for services provided through telehealth via an interactive telecommunications system. Defines "interactive telecommunications system". Clarifies that, for services furnished for purposes of diagnosis, evaluation, or treatment of a mental health disorder to a patient in the patient's home, interactive telecommunications may include audio-only communication in certain circumstances.
Requires certain employers to provide a minimum amount of paid sick leave to employees to be used to care for themselves or a family member who is ill or needs medical care and supplemental paid sick leave to employees under certain public health emergency conditions.
