Reestablishes the tourism special fund to be expended by the Hawaiʻi Tourism Authority and allocates revenues from the transient accommodations tax.

Authorizes the deposit of general obligation bond funding into the convention center enterprise fund. Requires the Hawaiʻi Tourism Authority board of directors to approve the use of any general obligation bond proceeds prior to expenditure. Clarifies that convention center enterprise fund moneys may be used for any ongoing or future major repair, maintenance, and improvement of the convention center facility. Declares that the general fund appropriation breaches the expenditure ceiling. Authorizes the issuance of general obligation bonds. Appropriates funds to repair, maintain, and improve the Hawaiʻi convention center.
Establishes a construction trades workforce development program in the Department of Labor and Industrial Relations to develop, establish, and implement a construction trades career pathway program for high school students in the State. Appropriates funds.
Requires the Public Utilities Commission to convene workshops to aid electric utilities in the development and implementation of best practices regarding wildfires. Requires electric utilities to design and operate in compliance with a risk-based wildfire protection plan. Establishes a civil penalty for violations. Requires public utilities to report wildfires caused by or occurring in connection with their operations. Requires the Public Utilities Commission to investigate certain wildfires. Prohibits the reports as admissible evidence in any judicial, administrative, or other governmental proceeding.
Prohibits certain octopus aquaculture.
Authorizes the court to elevate the offense of criminal trespass in the first degree from a misdemeanor to a class C felony if the court deems the trespassing to be egregious or repeated.
Clarifies that a person who uses deadly force in self-defense does not have a duty to retreat if they are in their dwelling or on their property unless they are the initial aggressor. Repeals statutory language that permits a person to use deadly force at their place of work.
Extends the date after which primary caregivers will no longer be authorized to cultivate cannabis for a qualifying patient to 12/31/2026.
Establishes and appropriates funds for an artificial intelligence government services pilot program to provide certain government services to the public through an internet portal that uses artificial intelligence technologies.
Makes permanent the exemption from school impact fees of housing developed by the Department of Hawaiian Home Lands.
