Defines "low alcohol by volume spirits beverage". Establishes a tax on low alcohol by volume spirits beverages at a rate of $1.98 per wine gallon.
Requires the Hawaiʻi Public Housing Authority to allow any resident of a public housing project or state low-income housing project to keep 1 or more pet animals in the resident's unit, subject to applicable state laws, county ordinances, and any reasonable conditions. Provides that the Authority may charge a refundable deposit for each pet animal but shall not impose a monthly pet fee or pet rent. Allows the Authority to remove a vicious animal to protect persons or property.
Establishes rights for watershed ecosystems to exist, flourish, and naturally evolve, in conjunction with native Hawaiian traditional and customary beliefs, practice, and values, for the benefit of present and future generations.
Except under certain circumstances, makes it unlawful for a person to possess, purchase, deliver, sell, or intend to sell an encapsulating machine or tabulating machine when the person knows, or reasonably should know, that the machine will be used to manufacture, compound, convert, produce, prepare, or otherwise introduce into the human body a controlled substance.
Amends the appropriation of Act 279, SLH 2022, to conform its lapsing provision by 1 year, to conform to constitutional limitations. Appropriates moneys to the Department of Hawaiian Home Lands for fiscal year 2024-2025 to give practical effect to the legislative intent behind Act 279. Declares that the general fund expenditure ceiling will be exceeded.
Proposes a constitutional amendment that guarantees individuals the right to a clean and healthy environment; the control of pollution; and the conservation, protection, and enhancement of the natural, native, cultural, scenic, and healthful qualities of the environment.
Provides Hawaiʻi residents with the option of paying for the registration of their motor vehicles and associated taxes and fees on a biannual basis. Restricts the amount of delinquency tax due to the current tax due plus one year. Removes language allowing storage costs and costs incident to seizure of a vehicle from inclusion in the amount the owner of a vehicle must pay in order to redeem the vehicle after seizure.
Appropriates funds to the Department of Hawaiian Home Lands to further reduce its homestead program applicant waitlist.
Exempts any development of homestead lots or housing for the Department of Hawaiian Home Lands from general excise and use taxes.
