Effective 1/1/2025, prohibits the retail sale or offer for retail sale of single-use plastic bottles designed to hold less than two liters of bottled water for oral consumption, with certain exceptions.

Prohibits retailers from selling or offering for sale certain combustion engine-powered mopeds beginning 1/1/2026.
Requires the Department of Agriculture, in consultation with other state agencies, to conduct a feasibility study and submit a report to the Legislature on the impact of roadside stands displaying and selling value-added products and the establishment of additional requirements for retail agricultural-based commercial operations. Establishes a teacher loan program to encourage individuals to become teachers in hard-to-staff positions of Department of Education schools. Allows a loan to be forgiven for teachers who become, or have become, a licensed teacher in Hawaiʻi or for teachers who will commit to teach for three years at a Hawaiʻi public school or public charter school. Requires a property owner of agricultural land to obtain a special permit from the respective county prior to conducting public and private open area types of recreational use.
Establishes a two-year elder access pilot program in the Executive Office on Aging, to improve access to essential services and reduce wait times for seniors seeking public services through state and county government offices. Authorizes the Executive Office on Aging to enter into memorandums of agreement with the counties and other state agencies to implement the pilot program. Requires the Auditor to evaluate the pilot program. Appropriates funds. Effective 7/1/3000. (HD1)
Prohibits a health insurer from requiring an insured diagnosed with stage two through stage five cancer to undergo step therapy prior to covering the insured for certain drugs prescribed by the insured's health care provider, under certain conditions.
Establishes a shopping carts task force, to be chaired by the Governor's Coordinator on Homelessness, to develop a system of regulatory controls for shopping carts.
Establishes the Tour Guide Licensing Program within the Department of Commerce and Consumer Affairs. Requires tour guides to complete the Professional Standards Tour Certification program by the University of Hawaiʻi or another program approved by the Director.
Requires boards of directors of condominium associations to deposit at least ten per cent of all revenues for each fiscal year, except for estimated replacement reserve assessments, into the total replacement reserves fund of the association. Requires the Real Estate Commission to enforce the minimum deposit requirement and allows unit owners to file complaints with the Commission. Holds board members who fail to comply with the minimum deposit requirement personally liable and subject to a fine.
