RELATING TO HAWAII EDUCATOR LOANS.

Opens eligibility under the Hawaiʻi Educator Loan Program for students and teachers who agree to teach as a full-time teacher in a public charter school. Decreases the service requirement for total loan forgiveness to five years and increases the percent of the total loan award to be waived annually under the Hawaiʻi Educator Loan Program. Appropriates funds into and out of the Hawaiʻi educator loan program revolving fund to provide financial assistance for students participating under the Hawaiʻi educator loan program. RELATING TO AUTOMATED EXTERNAL DEFIBRILLATORS.

No later than January 1, 2025, requires the Department of Accounting and General Services to install and maintain automated external defibrillators in certain state buildings. Requires the Department of Accounting and General Services to provide trainings on the use of automated external defibrillators for certain state employees and security staff. Appropriates funds. RELATING TO HAWAII RETIREMENT SAVINGS ACT.

Clarifies the definition of "covered employer" under the Hawaiʻi Retirement Savings Act. Requires covered employers to automatically enroll covered employees into the Hawaiʻi Retirement Savings Program unless the employee chooses to opt out. Effective 7/1/3000. (HD1)

Establishes the misdemeanor offense of criminal littering in the first degree for the improper disposal of household hazardous waste on public or private property or in public or private waters.
