Beginning 1/1/2025, requires the department of business, economic development, and tourism to administer a workforce development incentive rebate program that incentivizes local independent film and television productions.
Establishes a private roads task force to identify and facilitate the repair and transfer of certain private or disputed roads to the appropriate government agency.
Amends the Hawaiʻi Workforce Development Council law to be consistent with the General Appropriations Act of 2021. Renames "Hawaiʻi Workforce Development Council" to "Hawaiʻi Workforce Development Board". Requires the Hawaiʻi Workforce Development Board and local workforce development boards to develop written conflict of interest policies. Amends provisions related to the selection of the Chairperson, duties, and powers of the Hawaiʻi Workforce Development Board. Repeals the requirement for the Department of Labor and Industrial Relations to submit an annual report to the Legislature on the activities of the K-12 Agriculture Workforce Development Pipeline Initiative. Imposes a penalty for knowingly selling invasive plants or plants containing invasive species.
Establishes the Hawaiʻi zero waste initiative to manage the State's transition to a zero solid waste economy.
Increases the number of Commission on Water Resource Management members from 7 to 8, with only 5 of the 8 members required to have substantial experience in water resource management. Adds the Chairperson of the Hawaiian Homes Commission, or the Chairperson's designee, as a member of the Commission on Water Resource Management.
Prohibits the removal of a manufacturer- or factory-installed speed limiting device from an electric bicycle. Prohibits the operation of an electric bicycle, in which the manufacturer- or factory-installed speed limiting device was removed from the electric bicycle, on a public highway.
Establishes the Hui Hoomana task force to identify actionable priorities and financial resources to offer the State's residents universal access to affordable, high-quality healthcare and health insurance. Requires reports to the Legislature. Dissolves the task force on 7/1/2026. Effective 7/1/3000. (HD1)
Beginning on 1/1/2024, permits manufacturers of investigational drugs or biological products to make these drugs and products available to terminally ill patients under certain conditions. Effective 7/1/3000. (HD1)
Requires the Department of Health to ensure there is equitable distribution of clean and sober homes throughout a county. Requires an applicant to obtain written approval from the appropriate county showing compliance with all land use and zoning ordinances and rules. Prohibits the Department of Health from issuing a certificate of registration: unless, in certain counties, a public informational meeting is first held before a neighborhood board in the affected community; and if there are more than a certain number of registered clean and sober homes within a certain mile radius in the affected community.
