RELATING TO NATIVE HAWAIIAN REHABILITATION PROGRAMS.

Requires the department of public safety, in collaboration with the office of Hawaiian affairs, to create a Native Hawaiian rehabilitation program for prison inmates that puts an emphasis on preserving Native Hawaiian values and cultural practices. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO EDUCATION.

Temporarily allows licensed teachers who have retired to be employed as teachers during a state of emergency and within twelve months of their retirement. Effective 7/1/2051. Repeals on 6/30/2023. (HD2)

RELATING TO SEARCHES OF FEMALE INMATES.

Requires pat downs and searches of female inmates to be conducted by a female correctional facility employee unless the inmate presents a risk of immediate harm to self or others or risk of escape. Prohibits male correctional facility employees from entering areas where female inmates may be in a state of undress for the purpose of conducting a search unless an inmate in the area presents a risk of immediate harm to self or others or if there is a medical emergency in the area. Requires any prohibited search, pat down, or entry by a male correctional facility employee to be documented within three days of the incident, reviewed by the warden, and retained by the institution for reporting purposes. Effective 7/1/3000. (HD1)

RELATING TO MEDICAL CARE FOR MINORS.

Permits minors to consent to medical care and services related to the diagnosis, treatment, or prevention of HIV. Specifies that a minor, under certain circumstances, shall not be liable for payment associated with the diagnosis, treatment, or prevention of HIV. Authorizes physician assistants, in addition to physicians and advanced practice registered nurses, to render such medical care and services to minors. Effective 7/1/2060. (HD1)

RELATING TO THE DIVISION OF BOATING AND OCEAN RECREATION.

Allows the board of land and natural resources to adopt, amend, or repeal administrative fee schedules for parking fees for locations under the management of or operated by the division of boating and ocean recreation through regular or special board meetings rather than through administrative rulemaking. Effective 7/1/2050. (HD1)

RELATING TO UNATTENDED ANIMALS IN MOTOR VEHICLES.

Limits civil and criminal liability for persons who remove from motor vehicles unattended animals that are in physical danger; provided the person's actions are reasonable, in good faith, and in accordance with other requirements. Effective July 1, 2050. (HD1)

Requires the office of planning and sustainable development to perform a study to refine rural district policies and make recommendations to facilitate the reclassification of lands from the agricultural district to the rural district. RELATING TO GAMBLING.

Imposes a heightened penalty of a class C felony for persons who repeatedly commit the offenses of gambling or possession of gambling records in the second degree. Raises the criminal penalty to a class C felony for the offense of possession of gambling devices. Directs all forfeited property or proceeds from sales thereof to units of state or local government that administer, manage, operate, or oversee programs addressing homelessness, substance abuse, or compulsive gambling.
