RELATING TO NOISE POLLUTION.

Requires the department of health to adopt rules for the control, prevention, and abatement of noise pollution emitted by vehicles in the State. Prohibits the use, ownership, and sale of excessively loud vehicles. Effective 7/1/2060. (HD1)

RELATING TO PUBLIC SAFETY.

Mandates a community-based work furlough program for female offenders. Requires the expansion of community-based work furlough and reentry programs for female offenders. Requires state agencies that contract with these programs to submit an annual report to the legislature. Appropriates funds. Effective 7/1/3000. (HD2)

RELATING TO RISK AND NEEDS ASSESSMENT FOR FEMALE OFFENDERS.

Requires the department of public safety to develop a pretrial female risk and needs assessment tool and conduct internal pretrial female risk and needs assessments to measure the female offender's risk of flight, criminal conduct, or harm to the community. Requires the pretrial female risk and needs assessment tool to consider factors important to women when considering their risk to reoffend and treatment needs. Effective 7/1/3000. (HD1)

RELATING TO ANTS.

RELATING TO CESSPOOLS.

Establishes a temporary income tax credit until 12/31/2035 for costs of cesspool upgrade, conversion, or connection. Requires the upgrade, conversion, or connection of cesspools upon sale of real property or within 12 months of the date of sale recordation, with certain exemptions. Appropriates funds for additional positions to monitor and enforce cesspool upgrades, conversions, and connections. Effective 7/1/2100. (HD1)

RELATING TO AGRICULTURAL LEASES.

Modifies requirements and restrictions related to the department of agriculture's dispositions of non-agricultural park lands to maximize the benefit to the State of agricultural lands and to help the State achieve its economic and food production goals. Effective 7/1/2050. (HD2)

RELATING TO A MEMORIAL.

Authorizes the issuance of general obligation bonds and appropriates funds for plans and design of a veterans' memorial, and replicas of the memorial on each neighbor island, as recommended by the Gulf War memorial task force pursuant to Act 139, Session Laws of Hawaii 2013. RELATING TO COVERAGE FOR MAMMOGRAPHY.

Requires health insurers, mutual benefit societies, and health maintenance organizations to cover mandated services for mammography at least as favorably as coverage for other radiological examinations. Effective 7/1/2060. (HD2)

RELATING TO THE SUNSHINE LAW.

Requires all boards to livestream meetings and archive the recordings online. Requires a board to identify each item on its meeting agenda as an item for action or an item for discussion and allow for oral testimony after each agenda item. Amends time frame requirements for the posting of board meeting minutes and board packets. Requires board meeting minutes and board packets to be posted online. Effective 7/1/2112. (HD1)
