Requires cooperative housing corporations, planned community associations, and condominium associations to allow owners to display the Hawaiian flag within the owner's property. Allows reasonable time, place, and manner restrictions on Hawaiian flag displays to protect a substantial interest of the association or corporation. Effective 7/1/3000. (HD1)

Establishes a five-year agriculture and biosecurity workforce development pilot program within the Department of Agriculture and Biosecurity, in collaboration with the University of Hawaii's Leeward Community College, Department of Human Resources Development, and Department of Law Enforcement. Establishes statewide health care worker safety and workplace violence prevention requirements for health care facilities. Requires enforcement by the Department of Labor and Industrial Relations in coordination with the Department of Health.

Prohibits auto manufacturers and dealers from charging a post-sale subscription fee for hardware that is already installed at the time of purchase. Establishes penalties and fines.

Establishes the Hawaii Drop and Delete Act to limit the information data brokers collect and sell regarding consumer information. Establishes a deletion mechanism allowing consumers to request data brokers to drop their personal information. Establishes the consumer privacy fund. Establishes a private right of action.

Requires the Department of Human Services to request and implement waivers or waiver extensions from the federal government to make sugary drinks and candy ineligible foods for purchase with Supplemental Nutrition Assistance Program benefits.
