Authorizes deaf motor vehicle owners to register their vehicle as being owned by a deaf individual so that a deafness designation appears when a law enforcement officer accesses the motor vehicle's information. Effective 7/1/3000. (HD1)

Increases the age of an individual who is required to wear a helmet for electric foot scooters and bicycles. Prohibits a person from operating any class of electric bicycle or electronic micro-mobility device unless that person wears a helmet. Effective 7/1/3000. (HD1)

Beginning 1/1/2027, requires each county to implement fare-free access to its public transportation systems. Establishes the Fare-Free Public Transportation Tax and Dividend Special Fund. Requires the Department of Corrections and Rehabilitation to provide a certificate of rehabilitation to offenders who have satisfied all sentencing and post-release requirements. Requires the Department of Corrections and Rehabilitation to work with government and private stakeholders to conduct public education regarding the certificates. Authorizes the Department of Corrections and Rehabilitation to work with state agencies to increase offenders' eligibility for security clearance in post-release employment with the State. Requires the Board of Education to adopt a policy that bans the use of phones and related devices by students during school hours, except for instructional purposes, to begin in the 2027-2028 school year.
