Establishes a temporary Office of Wellness and Resilience within the Office of the Governor. Authorizes the Office to address issues and implement solutions to improve wellness and resilience, including issues and solutions identified by the Trauma-Informed Care Task Force. Appropriates moneys. Sunsets on an unspecified date.
Includes e-liquid and electronic smoking devices within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Establishes a tax of twenty per cent for the wholesale price for electronic smoking devices and 10 cents for each milliliter of e-liquid. Allocates a portion of funds collected on excise taxes on electronic smoking devices and e-liquids to the trauma system special fund, community health centers special fund, and emergency medical services special fund.
Establishes within the Department of Health a temporary Red Hill Bulk Fuel Storage Facility Defueling Commission to monitor the compliance of the United States Department of Defense or other agencies with any orders or laws relating to the Red Hill Bulk Fuel Storage Facility or United States Department of Defense infrastructure involved in the 2021 drinking water contamination event. Establishes a Red Hill Compliance Office to support the Commission. Appropriates moneys. Sunsets on 6/30/2027.
Requires the AG and DHS to convene a study group to examine the impacts, costs, and impediments of allowing child support payments to pass through to temporary assistance for needy families recipients and submit a report to the legislature prior to the 2023 regular session.
Imposes an excise tax of fifty per cent of the otherwise applicable tax under section 245-3, HRS, on every wholesaler for each modified risk tobacco product sold, used, or possessed by a wholesaler. Includes e-liquids and electronic smoking devices as tobacco products for purposes of taxation under the Cigarette Tax and Tobacco Tax Law.
Extends the Ohana Zones Pilot Program to 2026 to reduce homelessness by placing individuals into permanent housing, expanding housing, and preserving existing housing. Appropriates moneys.
Extends the renewal period from 2 years to 4 years for licensees who are 70 years of age or older but younger than 80 years of age. Requires applicants for a new license or for license renewal who are 70 years of age or older to present certification of physical and mental competence from a doctor upon application.
Requires the department of agriculture to use consistent units of measurement in its summary to the public on the amounts of restricted use pesticides used. Effective 1/1/2023, establishes a one-half mile buffer zone for pesticides around schools and state and county public parks.
Enhances farmer equity by ensuring inclusion of socially disadvantaged farmers and ranchers in the development, implementation, and enforcement of food and agriculture laws, rule, policies, and programs. Requires an annual report to the legislature.
Authorizes the counties to reclassify lands fifteen to one hundred acres in certain rural, urban, and agricultural districts in which at least fifty per cent of the housing units on the land sought to be reclassified are set aside for persons and families with incomes at or below one hundred forty per cent of the area median income.
