Repeals or reclassifies non-general funds of the University of Hawaii pursuant to recommendations of the auditor. Transfers the unencumbered balances of repealed funds to the general fund. Establishes a federal grant coordinator position within the office of the director of health (HTH 907). Requires the federal grant coordinator to coordinate the planning and preparation of grant proposals for the department of health and the department of human services to ensure that both departments maximize their receipt of federal grant moneys. Establishes a regulatory structure for common interest agricultural communities on lands classified as agricultural. Specifies requirements for development, creation, registration, governance, and management of common interest agricultural communities. Requires county approval of proposed common interest agricultural community projects. Prohibits approval for condominium property regimes created under chapter 514B, Hawaii Revised Statutes, on lands classified as agricultural. Effective 7/1/2050. (HD1)
Prohibits early release of prisoners prior to expiration of their sentence, except pursuant to the existing system for paroles and pardons or by reason of the prisoner's terminal illness.
Increases the fines associated with the illegal use of consumer fireworks and display fireworks, articles pyrotechnic, and aerial devices outside of the times permitted by law. Effective 1/1/2050. (HD1)
Exempts telehealth-related gifts from procurement requirements. Codifies the authorization of advanced practice registered nurses to use telehealth to assist a patient, including those advanced practice registered nurses who are not licensed in the State, under certain conditions. Requires the Hawaii housing finance and development corporation to award funds no later than an unspecified number of days after the deadline to file a consolidated application or no later than an unspecified number of days after the filing of a duly submitted consolidated application if no deadline has been established by the corporation.
