Changes the name of the offense of negligent homicide to vehicular homicide. Recategorizes the penalty categories for each of the 3 degrees of the offense to the next highest level of severity. Establishes that a person who has been convicted of vehicular homicide in the first degree shall be sentenced without the possibility of suspension of sentence or probation. Prohibits any prosecutor from dismissing a charge of vehicular homicide in the first degree in exchange for a defendant's agreement to a change of plea on a lesser charge, or for any other reason, unless the charge is not supported by probable cause or cannot be proven at trial. For any prosecution of vehicular homicide in the first degree that alleges that the defendant operated the vehicle while having a concentration of alcohol of .08% or more in the defendant's blood or breath, establishes as an affirmative defense that the concentration was the result of the defendant's consumption of alcohol after the defendant stopped operation of the vehicle.

Establishes the 2022 illegal fireworks task force within the department of the attorney general to develop a comprehensive strategic plan to stop the importation of illegal fireworks and explosives into the State, promote compliance with the fireworks control law; and ensure the safety and security of airports, harbors, and other facilities and institutions in the State against the discharge of illegal fireworks and explosives. Requires a report to the legislature.
Defines "beneficiary consultation". Prohibits the department of Hawaiian home lands from disposing or extending a general lease to non-beneficiaries unless there are no applicants seeking to enter into a general lease to the use and occupancy of a tract of Hawaiian home lands. Requires the department to notify beneficiaries through beneficiary consultation prior to the disposition of Hawaiian home lands. Prohibits the department from establishing additional criteria to enter into a general lease with an applicant, under certain conditions. Specifies that the department may grant a license or enter into a general lease, under certain conditions. Allocates the interest or other earnings from the Hawaiian home loan fund and Hawaiian home general loan fund into their respective funds, under certain conditions. Requires the department to submit a quarterly report to the legislature and beneficiaries. Authorizes the department to negotiate with homestead association governed water agencies to maintain water systems prior to other service providers, under certain conditions.
Requires that all moneys in the pro rata portion of the Public Land Trust be transferred to the Office of Hawaiian Affairs.
Requires the one-half mile buffer zone between construction, modification, or expansion of a waste or disposal facility and a residential lot, school, or hospital to also apply to land designated as important agricultural lands and land within the agricultural district.
Appropriates funds into the emergency and budget reserve fund.
Prohibits the construction, modification, or expansion of any waste or disposal facility in agricultural districts and on important agricultural lands in counties with a population of five hundred thousand or more.
Requires DOE to establish a pilot program that provides grants for high school students enrolled in a career and technical education or career academy program to enroll in college courses through the running start program or other similar programs that allow students to earn college credits that are applicable to the requirements for a career discipline of high need, including teaching and renewable energy and related industries. Appropriates funds for the pilot program. Expands the eligibility criteria for the Hawaii educator loan program to include students who have graduated from a career academy; provided that the loan recipient agrees to teach for three years at a public school in the State. Appropriates funds into and out of the Hawaii educator loan program revolving fund. Requires reports to the legislature.
Appropriates funds for capital improvement projects in the thirty-ninth representative district.
