Makes the new construction of affordable housing eligible for exemption from environmental impact statement and environmental assessment requirements if it meets certain requirements.
Makes the state earned income tax credit refundable and permanent. Allows nonrefundable state earned income tax credits claimed for certain taxable years that exceeded tax liability for the original claim year to be credited against net tax liability in subsequent years until exhausted, up to the end of the 2022 tax year.
Appropriates moneys to the department of labor and industrial relations, office of community services, to restore funding for immigrant resource centers. Effective 12/25/2040. (HD1)
Establishes a working group within the department of accounting and general services to study and recommend to the legislature improvements to the management of the state procurement office and methods of procurement, particularly in the area of natural resource management. Requires a report prior to the convening of the regular session of 2023.
Requires an applicant seeking to register more than ten acres of land with either the land court or the bureau of conveyances to provide a sworn affidavit that the community where the land is located has been given notice of the applicant's intended use of the land and a copy of the notice. Requires state moneys used to procure health and human services to be the funding source of last resort. Requires a purchasing agent to give a preference to an applicant that is a qualified medicaid provider when evaluating competitive purchase of health and human services contract proposals. Specifies that if 2 otherwise equally qualified applicants are seeking the same purchases of services contract, the purchasing agency shall select the applicant who is a qualified medicaid provider. Requires the Department of Health to provide an explanation of how providers may capture federal medicaid moneys.
Creates the Hawaii rural mental health corps program and Hawaii rural mental health care provider loan repayment program to encourage psychologists and social workers to serve in counties having a shortage of psychologists and social workers. Makes the department of health responsible for administering the Hawaii rural mental health care provider loan repayment program. Appropriates funds. Effective 7/1/2060. (HD1)

Repeals the 6/30/2022 sunset date of Act 14, SLH 2020, which established statutory provisions relating to hemp production and processing.
Prohibits the construction, modification, or expansion of any waste or disposal facility on land that is near or above a significant aquifer as determined by the department of health, in consultation with the commission on water resource management. Effective 7/1/2100. (HD1)
