Requires DOE to provide comprehensive training for teachers and educational officers on sexual health topics that include positive and accurate representations of the lesbian, gay, bisexual, transgender, queer or questioning, intersex, asexual, other sexual orientations and gender identities, persons of color, and disability communities to destigmatize and promote sexual health. Requires sexual health education programs to include similar sexual health topics to destigmatize and promote sexual health. Effective 7/1/2050. (HD1)

Requires any person, before engaging in an activity with a high likelihood of resulting in an incidental take of a threatened or endangered species, to enter into a planning process with DLNR for the purpose of preparing and implementing a habitat conservation plan. Requires habitat conservation plans to include additional components. Effective 7/1/2050. (HD2)

Requires licensed used motor vehicle parts dealers to keep certain records of catalytic converter purchases and shipments. Establishes the felony offense of theft of catalytic converter. Increases the penalty for engaging in certain business related to used motor vehicle parts and accessories without a license. Requires scrap dealers to keep records of purchases of palladium, platinum, and rhodium. Requires all scrap dealers or recyclers to pay for palladium, platinum, and rhodium, and used motor vehicle parts dealers to pay for catalytic converters, by check. Effective 1/1/2050. (HD2)

Repeals the requirement that a person only operates category 3 vehicles to qualify to drive commercially in the State. Repeals the requirement that an application for a commercial driver's license or commercial learner's permit include intrastate driver certification. Requires the department of transportation to amend its rules, and makes conforming statutory amendments, to lower the minimum age required for a commercial driver's license. Effective 1/1/2050. Authorizes the department of education to develop programs to encourage the development of gardens on school property. Broadens the authority of the Hawaii community development authority to develop programs that provide incentives for the development of urban gardening programs. Effective 7/1/2050. (HD1)

Appropriates funds to expand graduate medical education programs on the neighbor islands. Effective 7/1/2060. (HD1)

Appropriates funds to the department of land and natural resources (LNR402) for research, extension, and control of the little fire ant and other harmful ants. Effective 7/1/2050. (HD1)

Requires the parolee, halfway through the parolee's term of parole, to receive an assessment from the parolee's parole officer and to have the option to submit a request for review and possible early termination of the parole sentence by the paroling authority. Effective 7/1/3000. (HD1)

Temporarily allows licensed teachers who have retired to be employed as teachers during a state of emergency and within twelve months of their retirement. Effective 7/1/2051. Repeals on 6/30/2023. (HD2)
