Establishes a statewide working group on affordable housing to foster increased inter-agency coordination on housing and zoning issues, raise public awareness of ongoing state and county efforts to reduce barriers to affordable housing development, and propose legislation. Requires an annual report to the legislature. Appropriates funds to support the statewide working group, including one full-time equivalent position. (CD1)
Eliminates the use of monetary bail and requires defendants to be released on their own recognizance for certain nonviolent offenses, subject to certain exclusions. Requires the department of public safety to take steps to provide videoconferencing to a defendant who chooses to participate in a bail report interview via videoconference. (CD1)
Amends the definition of "Adequate Reserve Fund" to exclude the benefit cost rate from June 2020 through August 2021, for calendar years 2023 through 2030. (SD2)
Provides funds to the department of Hawaiian home lands to pursue a multi-pronged approach to eliminating its waitlist. Requires the department of Hawaiian home lands to develop a strategic plan to address applicant preferences. Requires an annual report. (CD1)
Establishes within the department of education a workforce readiness program to provide opportunities for students to earn associate degrees, workforce development diplomas, pre-apprenticeship certificates, and other industry-recognized certificates. Requires the department to designate schools, including adult community schools, to participate in the program. (CD1)
Establishes a goal for the statewide greenhouse gas emissions limit to be at least fifty per cent below 2005 levels by 2030. Requires the Hawaii state energy office to conduct a study to determine Hawaii's pathway to decarbonization and identify challenges, opportunities, and actions that will be needed to achieve those goals. Appropriates funds out of the energy security special fund for the study. (CD1)
Permits recipients of accommodations or services from an ohana zone site to request a ninety-day extension of the accommodations or services. Expands regulatory exemptions for ohana zones pilot program contracts. Extends the sunset date for the ohana zones pilot program to 6/30/2026. Appropriates funds for the ohana zones pilot program. Requires the Department of Health to establish and operate a laboratory capable of testing for diseases, testing for air and water quality issues, and conducting other high complexity testing. (SD2)
Changes the Electronic Waste and Television Recycling and Recovery Act to the Electronic Device Recycling and Recovery Act. Establishes electronic device manufacturer recycling goals and record keeping and reporting requirements for manufacturers and collectors. Requires collectors to register with the department of health. Expands the recycling and collection requirements of televisions to all electronic devices. Requires the electronic device recycling and recovery program to include, among other things, a description of the methods for the convenient collection of electronic devices. (CD1)
