Temporarily expands the state rent supplement program to specifically target qualified individuals who are sixty-two years of age or older and are homeless or at imminent risk of becoming homeless. Requires HPHA to submit annual reports to the legislature. Appropriates funds. Repeals 6/30/2026. Effective 7/1/3000. (HD1)
Beginning 12/31/2026, prohibits the manufacture, sale, offer for sale, distribution for sale, and distribution for use of any food packaging, food service ware, cosmetic, or personal care product that contains perfluoroalkyl and polyfluoroalkyl substances, with certain exceptions. Effective 6/30/3000. (HD2)
Establishes a nonrefundable income tax credit for taxpayers who purchase and install a whole house water filter system. Effective 7/1/3000. (HD1)
Amends the offense of simple trespass to establish the civil infraction of trespass onto real property and monetary penalties therefor. Provides that a violator shall be issued a citation. Requires violations to be adjudicated in the district courts using a system similar to that used for adjudicating traffic infractions and emergency period infractions. Requires the judiciary to have established and implemented no later than 1/1/2024 the system to adjudicate citations for civil trespass. Effective 6/30/3000. (HD1)
Requires each county to adopt reasonable standards to allow the construction of up to four dwelling units on any land with an urban state land use district classification that is zoned for residential use where a single-family dwelling unit is permitted.
Provides police officers who become members of the ERS after 6/30/2023 with retirement benefits similar to those provided for members of the ERS who became members before 7/1/2012, including but not limited to calculation of retirement allowance, minimum age or years of credited service requirements, and vesting period. Allows retired police officers hired after 6/30/01 to be treated as if employment began before 7/1/01 in order to maintain spousal health benefits.
Requires the department of health to adopt rules by 6/30/2026 for amplified sound on public and private property where decibel weighted levels exceed current standards for zoning districts and residential properties where noise is excessive during certain times.
Requires that funds from the Dwelling Unit Revolving Fund be used to provide zero interest loans or grants to certain buyers and aid certain existing-for sale projects that have received funds from the Dwelling Unit Revolving Fund. Appropriates funds to the Rental Housing Revolving Fund and the Dwelling Unit Revolving Fund. Allocates funds out of the Rental Housing Revolving Fund and the Dwelling Unit Revolving Fund for certain purposes.
Establishes a private right of action for any person aggrieved by a violation of the Federal Aviation Act and existing federal laws to bring a civil action against the owner or operator of the helicopter in violation and collect damages and litigation costs. Effective 6/30/2050. (SD1)
Appropriates funds for the ohana zones pilot program, including expenses relating to operations, upkeep of facilities, provision of services, and administrative costs. Authorizes the issuance of general obligation bonds for the construction or rehabilitation of facilities that will result in new units for the ohana zones pilot program. Effective 6/30/3000. (HD1)
