Establishes the Environmental Crimes Unit within the Department of the Attorney General. Makes the disposal of motor vehicle tires in violation of State law governing recovery of used motor vehicle tire recovery a petty misdemeanor. Establishes a $1 motor vehicle tire surcharge to be imposed on every replacement tire installed on a motor vehicle in the State after 9/30/2023. Requires tire retailers and tire wholesalers who install replacement tires to pay the surcharge to the Department of Health. Requires the Department of Health to deposit the revenues into the Environmental Management Special Fund. Allows the Department of Health to use the Environmental Management Special Fund to fund the Environmental Crimes Unit. Appropriates funds. Effective 6/30/3000. (HD1)

Appropriates funds to the Adult Mental Health Division of the Department of Health to support increased behavioral health crisis stabilization beds. Creates a working group to get county input on possible sites for these crisis stabilization beds. Effective 7/1/2023.
Adds a new chapter to the HRS to establish a system of regulatory controls for shopping carts and similar devices to prevent unauthorized removal from business establishments; provide for prompt retrieval when lost, stolen, or abandoned; require business owners to take certain specified actions to deter, prevent, or mitigate the removal of these devices from their premises and to retrieve any removed devices; and to prevent the continued possession of unlawfully removed shopping carts and similar devices and the accumulation of these devices on publicly or privately owned property.
Requires the Department of Health to post on its website separate reports for various visits, violations, plans, and confirmations the Department performs or issues of certain care facilities. Establishes deadlines for each report type. Requires the Department of Health to log all reports in a database designed for easy public posting. Requires all facilities inspected by the Department of Health to maintain certain records and notify the Executive Office on Aging, Office of the Long-Term Care Ombudsman, and appropriate county offices on aging of initial inspection visit dates.
Proposes an amendment to article X, section 6, of the Hawaiʻi State Constitution to modify the appointment process for the Board of Regents of the University of Hawaiʻi. Repeals the requirement that the governor shall only appoint from pools of candidates presented by the Candidate Advisory Council for the Board of Regents of the University of Hawaiʻi. Appropriates funds for three program specialist positions within the Executive Office on Aging for Hawaiʻi's State Health Insurance Assistance Program.
Designates the vice president for budget and finance and chief financial officer of the University of Hawaiʻi as the chief procurement officer for the university. Effective 6/30/3000.
Requires the Executive Office on Aging to establish a Workforce Development and Support Center. Requires the Center to develop a Workforce Pilot Project. Requires the Workforce Pilot Project to terminate on 6/30/2026. Appropriates funds. Effective 6/30/2050. (SD1)
Clarifies that board and commission holdover members shall not hold office beyond the end of the second regular legislative session following the expiration of the member's term of office regardless of any conflicting statutes.
