Appropriates funds to the Hawaiʻi Public Housing Authority for the rehabilitation, remodeling, renovation, and repair of housing units.

Authorizes the department of land and natural resources, through the state historic preservation division to contract its review of proposed state projects, projects on privately owned historic property, and projects affecting historic properties to third-party consultants if the department will not be able to complete its review within sixty days. Prohibits the use of proxies in condominium association voting. Requires associations to allow members to vote by mail and attend and cast votes in association meetings through internet, teleconference, or other electronic transmission technology. Requires associations to mail out paper ballots before any annual or other periodic election of board members.
Specifies that members of the board of directors of a cooperative housing corporation shall owe the corporation a fiduciary duty and exercise the degree of care and loyalty required of an officer or director of a corporation organized under chapter 414, HRS.
Prohibits the counties from imposing inclusionary zoning requirements. Requires the counties to submit reports to the Legislature. Appropriates moneys.
Beginning with the 2024-2025 school year, requires the department of education to include financial literacy in the personal transition plan requirement for each student. Appropriates funds for the establishment of a position dedicated to financial literacy within the department of education. Effective 6/30/3000. (HD1)
Lengthens the time period in which certain vehicles must have a safety inspection.
Requires contracts entered into by the Hawaiʻi Tourism Authority for management of the Hawaiʻi Convention Center facility to include marketing for all uses of the facility. Effective 6/30/3000. (HD1)
Beginning with the 2023-2024 school year, requires the department of education and public charter schools to provide free breakfast and lunch to all enrolled students. Appropriates funds. Effective 6/30/3000. (HD1)
Requires the court to automatically seal or remove from the Judiciary's publicly accessible database any information relevant to the arrest or case of a person for whom an expungement order has been entered. Requires the Judiciary and the Examiner of Drivers to no longer include dismissed traffic citations in public driver's records.
